Scope of work
The consultant will lead the design of the Professional Integration Program and support the establishment of pathways linking beneficiaries to employment opportunities. In collaboration with the Anti-Trafficking team and project staff, the consultant will develop assessment tools, identify capacity-building opportunities, analyze labor market needs, engage employers, and establish mechanisms for monitoring program effectiveness.
Key tasks and responsibilities
Program Design
- Assess beneficiaries’ skills, capacities, and employment readiness.
- Develop the program’s tools and recommend relevant training topics
- Produce assessment findings
Employer Engagement and Job Placement
- Conduct labor market mapping and identify relevant employment and internship opportunities.
- Establish connection with potential employers to facilitate internships, on-the-job training, and job placement opportunities.
- Support the matching of beneficiaries with suitable employment and internship opportunities
Monitoring and Reporting
- Develop monitoring and evaluation tools to track program outcomes
- Document progress, challenges, lessons learned, and recommendations
Coordinate regularly with the project team and submit required reports.
Qualifications and requirements
Education and Experience
- University degree in Social Sciences, Development Studies, Vocational Education, Labor Economics, Human Resources Management, Economics, or a related field.
- Minimum of 5 years of professional experience in livelihoods, employment, workforce development, or economic empowerment programs.
- Demonstrated experience working directly with women in vulnerable situations, including survivors of violence, exploitation, displacement, or other forms of social and economic vulnerability.
- Proven experience in designing and implementing employment, vocational training, or professional integration programs.

- Ability to work independently and coordinate effectively with multidisciplinary teams and external stakeholders.
- Excellent facilitation, communication, and relationship-building skills.
- Commitment to women’s rights, equality, and non-discrimination.
- Excellent report writing and documentation skills in Arabic and/or English.
