1. introduction
KAFA (Enough) violence & exploitation
Established in 2005 by a group of multi-disciplinary professionals and human rights activists, KAFA (enough) Violence & Exploitation is a Lebanese non-profit, non-political, non-confessional civil society organization committed to the achievement of gender-equality and non-discrimination, and the advancement of the human rights of women and children. KAFA envisions a society where all its citizens live free of violence and exploitation and where they have equal access to opportunities and results and their human rights are respected, protected and enjoyed. KAFA believes that women and children’s rights are integral to this achievement and to building a free and fair society.
KAFA’s mission is to work towards eradicating all forms of gender-based violence and exploitation of women and children through advocating for legal reform and change of policies and practices, influencing public opinion, and empowering women and children. Our focus areas are those of 1) Violence against Women 2) Child Sexual Abuse 3) Exploitation and Trafficking in Women 4) Socio-Legal Counseling.
Danish Refugee Council
The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization working in Lebanon since 2004. In May 2011, DRC responded to a call from UNHCR, when the Syrian crisis started and the first Syrian refugees came into Lebanon. DRC believes that no refugee must be in want of help to find protection and durable solutions and hence the emergency response aims to provide immediate relief and protection to displaced refugees, including their vulnerable hosts, in an impartial, inclusive and neutral manner, adhering to the Code of Conduct of the Red Cross and Red Crescent Societies.
DRC’s emergency strategy focuses on three main geographical areas as shown in the map and four core sectors of intervention i.e. provision of Food and Non-food Items (NFI), Shelter, Protection and Livelihoods.
2.Justification
As the Syrian conflict continues to take place, thousands of Syrian families have been fleeing their homes and communities. As of February 6th,915154 refugees from Syria were registered and 47714 refugees awaiting registration in Lebanon, according to UNHCR.
In conflicts, women and girls suffer from increased Sexual and Gender Based Violence (SGBV). Displaced women and girls are subjected to gender based violence (GBV), including sexual violence, domestic Violence, exploitation, trafficking, survival sex, forced marriage, and abuse.
Unfortunately, women and girls face many challenges and constraints to access protection services. The social stigma attached to having been subject to sexual and other forms of gender-based Violence is very strong. Conservative cultural and religious normsare essential obstacles preventing women and girls from talking freely about intimate and private issues such as family, sexual and other forms of gender base violence.
Another major constraint is the cultural acceptance of some forms of violence against women which require a shift in attitudes and a social and cultural change that will increase women’s personal security. More work also needs to be done to target and involve men. Men have rarely been involved in gender equality processes and it is imperative to change their attitudes.
Men are usually the heads of family units and the main decision makers when it comes to family issues. Moreover, men occupy influential positions at the community level, whether they are members of the hosting community such as municipalities, Mukhtars, Social development centers, or Syrian community leaders such as tented settlement managers (Shawesh). Hence, they can act as obstacles banning women from accessing protection, or they can be as a support network enhancing women protection and safety if they have the good understanding of SGBV negative impact and destructive consequences on many levels, especially the safety and wellbeing of the family and the children.
The project has been developed in response to the humanitarian crisis created by the continuous armed conflicts in Syria and resulting refugee influx in Lebanon. The proposed action is a comprehensive response to GBV that comprises detection and prevention of GBV. The project is two-fold and rests on two main axes of intervention.
The first is a capacity building action targeting influential men at community level and men from the Syrian refugee’s community.The second consists in providing awareness raising activities to other men from the Syrian and the hosting community.
3. Tasks to be performed.
the consultant is expected to deliver on the following tasks:
Review relevant KAFA materials related to engaging men to end violence against women, the Project Coordinator would provide it.
Develop a draft outline for the TOT manual & Share the outline of the MANUAL with the Project Coordinator for approval.
Develop a manual on engaging men and boys to End VAW and adapt it to the local and Syrian context
Coordinate closely with the Project Coordinator.
follow a participatory approach that engages the key target groups of the booklet through conducting several meetings & focus groups and interviews with men and women from the Syrian and the Lebanese community
develop questionnaire and materials to be used in focus groups and interviews
Conduct focus groups, interviews in 5 locations (i.e. South, Akkar, Tripoli, North Bekaa and West/Central Bekaa).
The manual content will be based on feedback collected through focus groups and field work.
The consultant is expected to meet the deadlines specified in the ToR.
4. Management & Implementation Arrangements.
The recruited consultant will develop a manual on working with men and boys to End VAW and receive feedback. KAFA’s Project Coordinator will oversee the work of the consultant.
5. Qualifications
Excellent writing skills in Arabic
Relevant experience in working on the issues of ending violence against women.
Relevant experience in working in emergency
Ability to commit to deadlines
Relevant experience in developing manuals
Relevant experience in training, & in conducting focus groups....
Knowledge of materials related to working with men and boys on GBV
Knowledge and understanding of the Syrian and Lebanese community
Knowledge of the local and international organization
