Monitoring And Evaluation Consultant

BACKGROUND and JUSTIFICATION :  KAFA (enough) Violence & Exploitation is a Lebanese non-profit, non-political, non-confessional civil society organization, established on the 8th of March 2005 by a group of activists and professionals who have long years of work experience in women issues, specifically in gender-based violence. The organization seeks to mitigate the causes and results of violence and exploitation of women and children through advocacy and lobbying, raising awareness, and by offering social and legal services to vulnerable cases. KAFA’s overall strategic goal is to contribute to the eradication of all sorts of domestic violence and exploitation of women and children. It focuses its strategies and efforts on three major areas: 1) Gender-based violence 2) Child sexual exploitation, and 3) Trafficking in women.  In 2014, KAFA will partner with UNICEF in a project entitled “Protecting children and adolescents from Gender Based Violence” aiming at enhancing protection of vulnerable children and adolescents affected by the Syrian crisis from gender based violence (early marriage and sexual abuse) through promoting their right to information by improving their access to adequate services and their awareness as well as their caregivers’ on how to protect themselves from Gender Based Violence.  The project includes IEC and training material development for caregivers, children and adolescent boys and girls, equipping and operating an adolescent friendly space in Bekaa, training of trainers and festivals. SCOPE OF WORK: The M&E officer will work closely with Program teams to assess field conditions, support capacity initiatives, track the progress of activities and contribute to staff capacity building initiatives as necessary.    Duties and Responsibilities: Monitoring the achievement of trainings in the selected areas, and ensure timely reporting to the project coordinator. Assist the Project Coordinator in negotiating any changes to the project monitoring plan, or indicators and for mid-term and annual reporting. Monitoring and following up progress on various proposals, meetings, reports, working papers etc. Build capacity in trainers and local facilitators in coaching participants to formulate overall measurable results and indicators in their action plans. Assist participants directly to present information on developing good indicators in workshops, and collect data from trainings on the results of their action plans, maintaining the results data in an Excel database, and generating reports to contribute to quarterly and annual reports to the donor. Support program staff on ways to properly document, organize and capture program progress. Draft tools and their revisions as well as data collection procedures under the supervision of the Project Coordinator (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals). Suggest ways to facilitate data collection and the flow of data within Program field teams. Identify strengths and weakness in existing data collection and management systems and propose solutions. Perform regular field visits to ensure the quality of data collected and to verify the accuracy of reported data. Support and participate in program and project evaluations. Organize and conduct mid-term and post-project evaluations in the target areas. Ensure all activities are implemented according to the logframe indicators. Provide qualitative and quantitative report of the activities.  SKILLS:  Demonstrated ability to train and build capacity of others. Strong interpersonal skills. Experience in a non-governmental organization. Good level of proficiency in Windows Excel and quantitative analysis. Strong team spirit.   PROFESSIONAL STANDARDS: While working on a KAFA project, it is required to sign KAFA’s Child Protection Policy.
