Kafalat S.A.L. is seeking a qualified consulting firm to develop a Lending Manual for its SME Direct Lending Window under Subcomponent 1.2 of the GATE Project, a World Bank-financed initiative implemented by the Council for Development and Reconstruction (CDR).

About the Assignment The assignment covers the design and documentation of a comprehensive lending framework including credit policy, risk appetite, standard operating procedures, templates, data and reporting requirements, E&S integration, training, and piloting support for the first five SME loans. The Consultant shall ensure full alignment with the Loan Management System (LMS) and the Service Level Agreement (SLA) with the Conduit Bank.

Who Should Apply Firms with experience in one or more of the following:

  • Financial sector consulting, SME finance, or credit risk management (10+ years)
  • Developing lending manuals, credit frameworks, or underwriting methodologies
  • Working with banks, MFIs, development finance institutions, or guarantee funds
  • IFI-funded projects (World Bank, IFC, KfW, AFD, or equivalent) is strongly desirable
  • Loan management systems and operational lending workflows
  • Regional experience in Lebanon or the MENA region is an advantage
