The Program Manager performs the following tasks:
Work time of the Project Manager will be split into 50% Project Management work and 50% analysis and research of sources specific to the Iraq program in cooperation with the Head of Office.
A. Responsibilities
The Project Manager is responsible for
independently managing the projects (BMs and IBs) for the Syria/Iraq Project with focus on Iraq, in accordance with the project goals and activities agreed with the partner and/or agreements with the superior
providing professional advice to partners and cooperating with important stakeholders
providing in depth analysis of English and Arabic sources on the situation in Iraq
regular visits to Erbil and Baghdad, either independently or with the Head of Office
B. Tasks
1. Professional advisory services
The Project Manager
advises partner institution(s) in identifying needs, developing concepts and strategies, and provides technical input
contributes to preparing and implementing the coordination process, project/program activities and work in the regions
formulates job descriptions and terms of reference and selects third parties in the course of carrying out project/program activities in consultation with Head of Office
monitors the development and implementation of project/program plans and activities in close consultation with partners
organizes and participates in official events in consultation with Head of Office, meetings, workshops, seminars and other events on issues related to the project/program’s area of activity
develops and monitors project progress and the activities of BMs and IBs, including narrative and financial reporting, reviews reports and documents on the progress of project/program, identifies bottlenecks and recommends alternative options to the Superior
conducts political, economic and legal analyzes and drafts periodical articles, fact sheets and reports.
coordinates work with the satellite office in Erbil according to agreements reached with the Head of Office.
prepares and implements educational activities like i.e. organizing visiting delegations to and from Germany and the EU.
contributes to the regular planning updates
communicates with KAS headquarters and other regional KAS offices
2. Networking and cooperation
The Project Manager
ensures cooperation, regular contact and dialogue with partners and other KAS offices in the region; cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the project/program environment and with other projects to improve and maintain good working relationships
contributes to updating and following up of the homepage of the KAS Syria/Iraq office
communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/program
travels (abroad) in the region, in accordance with project requirements in consolidation with Head of Office
3. Knowledge management
The Program Manager
draws up reports and presentation documents
formulates appropriate input for various project/program reports including annual reports, and contributes to the other reports required by theSuperior
conducts research activities and studies on political issues which benefit the program/project with special focus, but not solely, on Iraq.
4. Management and coordination of tasks
The Program Manager
is responsible for program/project planning and develops project concepts and strategies, ensures implementation
coordinates and prioritises relevant project activities at local level in cooperation with the partners, both as regards the organisational preparation and implementation of the activities
monitors the program/project budget in consultation with the Head of Office
compiles the relevant information for activities and assignments on a project and analytical basis
5. Other duties/additional tasks
The Program Manager
files relevant documents related to the project/program according to KAS rules (i.e. in Favorit)
performs other duties and tasks at the request of theSuperior
C. Required qualifications, competences and experience
Qualifications
Masters/MSc or doctorate in Social Sciences (preferred fields are Political Science, International Affairs, Sociology or Modern History) with a focus on the Near and Middle East’s political situation.
Professional experience
2 years’ professional experience, with at least 2 years’ professional experience in a comparable position
Other knowledge, additional competences
fluent written and oral knowledge in Arabic, English and French languages
basic knowledge of German and willingness to attend German language classes
very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
a wide interest and willingness of increasing one’s knowledge of political, social and economic situation in Iraq, with focus on developments in the Kurdistan Region and the situation of minority Christians there
willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with theSuperior
ability for team work within an international team
