Consultant – Training on Combating Hate Speech and Online Mobilization

Purpose of the assignment:


Hate speech and incitement to violence have become increasingly concerning issues within the Syrian context, where polarization and online hostility undermine peacebuilding, social cohesion, and gender equality. The widespread use of digital platforms has amplified harmful rhetoric, perpetuating discrimination, marginalization, and sometimes contributing to real-world violence.

 

Kvinna till Kvinna seeks to strengthen the capacity of Syrian partner organizations to identify, analyze, and counter hate speech, while also exploring effective strategies for positive online mobilization through an interactive training session that:

  • Understand the dynamics, root causes, and impacts of hate speech in the Syrian context.
  • Identify hate speech in various forms, including media, online platforms, and community discourse.
  • Develop practical tools and organizational strategies to counter hate speech and reduce its harmful effects.
  • Promote positive narratives, inclusivity, and respect for diversity in their programming and community engagement.

 

 

Scope of Work:

The consultant will

  • Develop a tailored training materials on combating hate speech and online mobilization, contextualized for Syria and the realities faced by local organizations.
  • Prepare training materials (presentations, case studies, practical exercises, role plays) that address both online and offline hate speech.
  • Deliver an interactive 3 day online training in Arabic for representatives of local organizations.
  • Facilitate discussions on the link between hate speech, discrimination, gender, and social cohesion in Syria.
  • Share relevant regional and international experiences that can inspire local adaptation.
  • Conduct pre- and post-training assessments to measure knowledge gain and skills development.
  • Provide a final report summarizing training delivery, participant feedback, key insights, and recommendations for follow-up.

 

Deliverables:

  • Training agenda and methodology adapted to the Syrian context in Arabic.
  • Training materials and handouts in Arabic.
  • Delivery of a 3-day interactive training.
  • Pre- and post-training assessments with analysis.
  • Final training report including evaluation and recommendations.

 

Timeline:

The assignment is expected to be completed before 10th of December 2025. Key milestones and deadlines will be agreed upon with the selected expert.

 

Required qualifications:
  • Advanced degree in peacebuilding, human rights, communications, or related field.
  • Proven expertise in combating hate speech, digital rights, online mobilization, and counter-narratives.
  • At least 5 years of experience delivering trainings in conflict-affected or fragile contexts.
  • Excellent facilitation skills, with the ability to engage participants in interactive, learner-centered approaches.
  • Strong report-writing and communication skills in English and Arabic.
  • Familiarity with the Syrian context and the wider SWANA region is strongly preferred.
