Policies Expert

Purpose of the assignment:

Kvinna till Kvinna is looking to engage a Policies expert to conduct a comprehensive review of all existing policies and procedures for our local partner.

Scope of Work:

The expert will be responsible for the following tasks:

• Policy Assessment: Evaluate the relevance, effectiveness, and compliance of current policies with international standards and donor requirements.
• Policy Development: Develop new policies or update existing ones to address identified gaps or shortcomings.
• Policy Implementation: Provide guidance on the implementation and dissemination of revised policies.
• Capacity Building: Train staff on understanding, applying, and adhering to updated policies.

Responsibilities and Deliverables:

The expert will be expected to deliver:

• Conduct a thorough review of our partner’s policies and procedures.
• Identify areas for improvement and make recommendations for policy updates.
• Develop and draft necessary policy documents.
• Provide training and capacity building to the partner’s staff on updated policies.
• Submit regular progress reports and final deliverables.

Timeline:

The assignment is expected to be completed in 3 months. Key milestones and deadlines will be agreed upon with the selected expert.

• Demonstrated experience in conducting strategic reviews for government agencies or local organizations.
• Strong understanding of public policy, program evaluation methodologies, and performance measurement frameworks.
• Excellent analytical and problem-solving skills.
• Effective facilitation and communication skills to engage diverse stakeholders.
• In-depth knowledge of the Syrian and MENA contexts.
• Fluency in both Arabic and English.
