Medical Officer (Short-term 8 months)

CONTEXT

Founded in 1994, La Chaîne de l’Espoir (CDE) is an international NGO headquartered in Paris, France. Its mission is to strengthen healthcare systems and provide to everyone, especially children, equal chances and opportunities of survival and development.

CDE is currently active in twenty-seven (27) countries with a global approach, mainly focusing on children, mothers and disadvantaged communities. Find our activities briefly elaborated as follows:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery to meet the most urgent needs of children and their mothers.
  • Training and transfer of skills to local teams (capacity building) thanks to our international network of experts in all areas of surgery.
  • Construction and equipment of hospital facilities adapted to local needs.

CDE has been implementing humanitarian activities in Lebanon since 2005, working through local partners, such as HeartBeat, in order to provide access to medico-surgical care to children suffering from cardiopathies and orthopedics disabilities. Late 2020, CDE eventually opened its mission in Lebanon to respond to growing needs due to the significant deterioration of the situation. Since then, CDE is implementing two (2) projects related to the tertiary healthcare, including several aspects such as the strengthening of the healthcare system, early detection of congenital orthopedics disorders, psychosocial support, etc. – via direct and indirect (through local partners) implementation.

Within the frame of its program development in Lebanon, la Chaîne de l’Espoir is looking for a Medical Officer.

GENERAL DESCRIPTION

Under the management of the Medical Manager, the Medical Officer contributes to ensuring medically-sound implementation of la Chaîne de l’Espoir’s activities in Lebanon.

 

MAIN RESPONSIBILITIES

Medical/health technical support

  • Performs regular field visits to ensure CDE’s intervention is up to medical inter/national standards (World Health Organization, Ministry of Public Health, CDE standards).
  • Supports the Medical Manager in conducting sensitization and training sessions to CDE’s team to ensure the common understanding of medical/health matters in Lebanon.
  • Contributes to the revision and creation of the medical tools necessary to ensure quality project implementation (detailed implementation plan, standard operating procedures, etc.).
  • Contributes to needs assessments, in close collaboration with the relevant CDE departments.

Project cycle management

  • Participates in the activities’ implementation (early detection, awareness campaigns, capacity building…).
  • Supports the Medical Manager to ensure timely and quality implementation of the projects.
  • Follows-up medically with the patients, ensuring that they receive adequate/necessary/high-quality and cost-efficient care, ensuring that all operated patients receive adapted post-operative care as agreed with the doctors.
  • Contributes to an effective medical activities follow-up, in line with the projects’ objectives.
  • Checks on the medical related documents in the patients’ files and ensures that all documents are available, medically validated, and archived.
  • Regularly documents and communicates challenges, lessons learnt, and best practices.
  • Regularly assesses and provides feedback and recommendations on the quality of the projects.
  • Ensure coherence and synergies between the projects where possible.
  • Pro-actively proposes to the Medical Manager any adjustment of the project whenever needed (change of circumstances, delay in the implementation, adaptation of tools, etc.).
  • Close and daily collaboration with the Program Officer.
  • Replaces the Medical Manager during his/her absence, and facilitating the approval process and the validations according to CDE medical criteria.

Reporting

  • Submits monthly reports on medical data analysis to the Medical Manager.
  • Supports the Medical Manager in the quarterly internal medical reports/analysis.
  • Supports the Medical Manager in donors’ medical reporting.

Partnership and networking

  • Ensures field coordination with local partners, as per the partnership agreements in place.
  • Coordinates closely with local partners in the implementation of early detection campaigns, awareness sessions and trainings.
  • Supports the Medical Manager in external representation of interest with the humanitarian community, relevant syndicates, suppliers, partners, authorities, donors, etc. - in close collaboration with the relevant CDE departments.
  • Supports the Medical Manager in developing and maintaining CDE’s networks pertaining to inter/national medical devices suppliers, surgeons, pediatricians’, head of hospitals, etc., in order to guarantee high quality and cost-efficiency products necessary to CDE’s patients – in close collaboration with the relevant CDE departments.

Others

  • Supports the Medical Manager in the preparation and conduction of evaluations as regards the medical/health aspects.
  • Supports in the preparation and conduction of audits as regards the medical/health aspects.

Any other tasks as requested by the Medical Manager.

PROFILE

Professional training

Nursing degree or any other degree in health-related fields (paramedical degree or healthcare management) [required].

Training in Pediatrics or surgeries is a plus.

A masters degree is a plus.

Working experience

At least 2 years of experience with similar responsibilities [required].

At least 3 years of experience within the humanitarian sector [required].

At least 2 years of experience in secondary and tertiary healthcare [required].

Good knowledge of Lebanon healthcare system [required].

Experience in reporting and data analysis [required].

Experience in research is a plus.

Experience in pediatrics and/or in surgeries is a plus.

Specific skills

Strong commands of Microsoft office suite (Word, Excel, Outlook, PowerPoint) [required]

Previous experience in medical data analysis [required]

Strong organizational skills and capacity to prioritize and manage multiple tasks at the time [required]

Excellent writing and communication skills [required]

Capacity to travel in CDE’s projects’ implementation areas of Lebanon [required]

Languages

Fluent in Arabic and English (speaking, writing, reading) [required]

Good knowledge of French is a plus.
