CONTEXT
Founded in 1994, La Chaîne de l’Espoir (CDE) is an international NGO headquartered in Paris, France. Its mission is to strengthen healthcare systems and provide to everyone, especially children, equal chances and opportunities of survival and development. CDE is currently active in twenty-seven (27) countries with a global approach, mainly focusing on children, mothers and disadvantaged communities. Find our activities briefly elaborated as follows:
· Prevention and screening from an early age particularly through school health programs.
· Care and surgery to meet the most urgent needs of children and their mothers.
· Training and transfer of skills to local teams (capacity building) thanks to our international network of experts in all areas of surgery.
· Construction and equipment of hospital facilities adapted to local needs.
CDE has been implementing humanitarian activities in Lebanon since 2005, working through local partners, such as HeartBeat, in order to provide access to medico-surgical care to children suffering from cardiopathies and orthopedics disabilities. Late 2020, CDE eventually opened its mission in Lebanon to respond to growing needs due to the significant deterioration of the situation. Since then, CDE is implementing two (2) projects related to the tertiary healthcare, including several aspects such as the strengthening of the healthcare system, early detection of congenital orthopedics disorders, psychosocial support, etc. – via direct and indirect (through local partners) implementation.
Within the frame of its program development in Lebanon, la Chaîne de l’Espoir is looking for a Project Officer.
GENERAL DESCRIPTION
Under the management of the Program Manager, the Project Officer contributes to the timely and quality implementation of la Chaîne de l’Espoir’s activities, managing a team of three (3) staff, including a psychologist and social workers.
MAIN RESPONSIBILITIES
Project cycle management
· Ensures regular field visits and participates to the activities’ implementation (early detection and awareness campaigns, etc.);
· Support the Program Manager to ensure timely and quality implementation of the projects;
· Contribute to an effective activities follow-up, in line with the projects’ objectives;
· Ensure coherence and synergies between the projects where possible;
· Contribute to the revision and creation of the tools necessary to ensure quality project implementation (detailed implementation plan, standard operating procedures, etc.);
· Submit monthly reports on program achievements to the Program Manager;
· Regularly documents and communicates challenges, lessons learnt and best practices;
· Regularly assesses and provides feedback and recommendations on the quality of the projects;
· Pro-actively proposes to the Program Manager any adjustment of the project whenever needed (change of circumstances, delay in the implementation, adaptation of tools, etc.);
Monitoring, Evaluation, Accountability and Learning (MEAL)
· Supports the Program Manager with the monitoring aspect of the projects (regular update of the detailed implementation plan, beneficiaries counting, etc.);
· Supports the Program Manager with the evaluation aspect of the projects (facilitate the evaluations performed by external consultants by providing data, accompanying in the field, etc.);
· Supports the Program Manager with the accountability aspects of the projects (ensures adequate means of communication are set between CDE and beneficiaries and partners)
· Supports the Program Manager with the learning aspect of the projects (participate to lessons learnt exercises, contributes to ensuring the institutional knowledge is used considered for next projects);
Partnership and networking
· Ensures field coordination with local partners, as per the partnership agreements in place;
· Acts as a team leader for local partners’ community engagement officers during campaigns;
· Coordinates closely with local partners for setting up early detection campaigns, awareness sessions and trainings;
· Develops and maintains relationships with relevant field stakeholders;
Reporting
· Supports the Program Manager in preparing donors’ programmatic reporting;
· Contribute to identifying and sharing positive stories;
Management
· Daily management of three (3) staff;
· Sets-up and follows-up action plans where necessary;
· Performs all the necessary administrative tasks required by a manager;
Any other tasks as requested by the Program Manager.

PROFILE
Professional training
Bachelor degree in the humanitarian project cycle management or any similar field [required]
Paramedical training related to mental health, orthopedic pediatric or early detection methodologies is a plus
Working experience
At least 2 years of experience with similar responsibilities [required]
Experience within the humanitarian sector [required]
Experience within the health sector is a plus
Experience in gender and/or protection-related topics is a plus
Specific skills
Strong commands of Microsoft office suite (Word, Excel, Outlook, Powerpoint) [required]
Previous experience in collecting, organizing and analyzing data [required]
Strong organizational skills and capacity to prioritize and manage multiple tasks at the time [required]
Strong management skills [required]
Excellent writing and communication skills [required]
Capacity to travel in CDE’s projects’ implementation areas of Lebanon [required]
Knowledge of a software such as KoBo or ODK is a plus
Languages
Fluent in Arabic and English (speaking, writing, reading) [required]
Knowledge of French is a plus
