LINQ Monitoring, Evaluation and Learning Specialist

The MEL Consultant will be responsible and accountable for Component 3, Communicate Results through Outreach and Share Project Knowledge with the Public and Private Sectors. For that, he/she will collaborate closely with the team, namely with the GMEL team of V37, the MEL Officer, the Communications and Outreach Specialist and the Technical Lead, to ensure proper completion and reporting of the MEL results and communication of outcome and impact. The incumbent compiles and analyzes data and summarizes results for each performance indicator for all required LINQ project reporting.

The MEL Consultant will be in charge for project closeout including leading, planning, and designing case studies, an economic and impact assessment and auditing data files for completeness and accuracy. He/she will use quantitative and qualitative data collection tools and processes documented in the monitoring, evaluation and learning plan; coordinate all data collection efforts; ensure data quality; process and analyze the data for donor reporting, adaptive management, and learning purposes; and provide oversight support to any external evaluators.

The MEL Consultant reports to the COP.

Degree in business management, economics, statistics, or related field.
• Demonstrated analytical skills and experience in recommending solutions to problems or implementing approaches. Experience in quantitative and qualitative research, M&E systems, data analysis, or evaluation is an advantage.
• Full computer literacy and proficiency in use of Microsoft Office software required.
• Proficiency in Microsoft Excel required.
• Experience as database user and/or proficiency in common statistical software, including Stata, SPSS, etc. is an advantage. Experience with electronic data capture and analysis platforms is also a plus.
• Previous experience with USAID or other U.S. Government funded development programs is considered an advantage, as is experience with agricultural and business or enterprise development programs.
