Monitoring & Evaluation Specialist

Background:  The John Ogonowski and Doug Bereuter Farmer-to-Farmer (F2F) Program provides voluntary technical assistance to farmers, farm groups, and agribusinesses in developing countries to promote sustainable capacity building. The program relies on the expertise of U.S. volunteers from diverse backgrounds—farms, land grant universities, cooperatives, private agribusinesses, nonprofit farm organizations and others—to respond to the needs of host country farmers and organizations. Typically, volunteers spend about 14 to 21 days in the host country.  In October 2013, the U.S. Agency for International Development (USAID) initiated a new phase of the F2F Program.  Land O’Lakes International Development was awarded the F2F Program that covers the Middle East and Northern Africa, or MENA.  Lebanon is one of the core operating countries under the F2F MENA Program which is designed to enhance agricultural competitiveness in the MENA region and to ensure reliable and consistent national food supplies. Job Description: The Monitoring and Evaluation (M&E) Specialist will manage Performance Monitoring and Evaluation Plan for the Lebanon program of the F2F MENA program and provide support M&E activities for F2F Program activities in Lebanon. Key responsibilities include:  Develop and convey reports to effectively implement the M&E Plan according to donor and Home Office requirements; Coordinate and oversee timing and format for data collection for all reporting cycles as well as data entry and analysis; Work in close coordination with other project teams to collect data for the F2F indicators; Respond to periodic donor and headquarters requests for additional information on project activities and results.; Work with corporate systems to manage the performance data and reports; Conduct field visits to collect baseline information and data for outcome and impact indicators, Collect cost-share match contributions from hosts on a quarterly basis as well other beneficiary partners; Represent the program at official meetings with government and other stakeholders; and Work with global M&E team in implementing global standard procedures, tools and systems. As required and warranted, the M&E Specialist will also provide support to host relations and volunteer scope of work development.

• Degree or advanced diploma in economics, agro economics, agriculture, business or related field;
• Minimum of 4 years’ experience in a business related field, and 2 years’ experience in monitoring and evaluation activities, preferably for U.S. or other donor-funded development programs.
• Experience in conducting field visits, data collection and analysis
• Good knowledge of MS Excel, any statistical software (ie. SPSS, );
• Fluency in English, Arabic, and French.
