1. Background
The Lebanese Association for Democratic Elections (LADE), with the support of the European Union, is launching the "Lebanon Electoral Reform Initiative 2026" in June 2025. This initiative aims to support and promote key electoral reforms through advocacy, stakeholder engagement, and public outreach.
As part of this initiative, LADE will roll out the "الإصلاح مش وجهة نظر" campaign. The campaign seeks to raise awareness and mobilize public support around the need for transparent, fair, and credible electoral processes in Lebanon.
To ensure maximum impact, LADE requires a comprehensive communication strategy document to guide the campaign’s communications. The strategy will later be implemented by a selected media firm.
2. Purpose of the Assignment
The purpose of this consultancy is to draft a communication strategy for the "الإصلاح مش وجهة نظر" campaign. The strategy will be based on LADE’s existing Communication Strategy for the Lebanon Electoral Reform Initiative 2026 and should translate its objectives into an actionable plan, including key messages, audiences, tools, timelines, and monitoring mechanisms.
3. Scope of Work
The consultant will:
a. Review LADE’s Communication Strategy and related campaign materials.
b. Conduct a media landscape assessment to map relevant outlets, platforms, influencers, and audience behaviors.
c. Develop a media strategy document that includes:
- Campaign objectives and messaging framework.
- Target audience segmentation
- Recommended media mix
- Proposed content types
- Suggested partnerships with media outlets and content creators.
- Phased timeline of activities (preparation, launch, amplification, pressure phase).
- Monitoring and evaluation indicators.
d. Present the draft strategy to LADE for validation and feedback.
e. Finalize the strategy incorporating LADE’s feedback.

5. Duration of Assignment
The assignment is expected to take 3 weeks from August 11, 2025 to September 1, 2025.
6. Qualifications
The consultant should have:
- Proven experience in developing media or communication strategies for advocacy campaigns.
- Strong understanding of Lebanon’s political, media, and social landscape.
- Experience in audience analysis and digital media planning.
- Excellent writing and presentation skills in Arabic (required) and English (preferred).
