I. About LADE

The Lebanese Association for Democratic Elections (LADE) is a non-profit, non-partisan organization committed to promoting electoral integrity and fair representation as essential pillars of a functional democracy. Since its establishment in 1996, LADE has been at the forefront of electoral reform in Lebanon through a comprehensive approach that includes election monitoring, evidence-based advocacy, and citizen engagement.

LADE’s work spans all stages of the electoral process—pre-election, election-day, and post-election—while addressing issues such as media ethics, gender inclusion, accessibility, and civic participation. The organization continues to serve as a leading voice for democratic governance and accountability in Lebanon.

 

II. Job Purpose

The Monitoring and Evaluation (M&E) Expert will be responsible for designing, implementing, and managing all monitoring and evaluation systems and processes under LADE’s FCDO-funded project, Let Us Vote Lebanon. The M&E Expert will ensure that project outcomes are effectively tracked, documented, and reported in line with donor requirements and LADE’s internal standards.

The position requires strong analytical, data management, and reporting skills, as well as experience in developing M&E tools and frameworks to measure project performance, identify lessons learned, and inform evidence-based decision-making.

 

III. Main Duties and Responsibilities

1. Monitoring and Evaluation Framework

  • Design and update the project’s M&E framework, including logical framework indicators, data collection tools, and reporting mechanisms.
  • Ensure that project activities, outputs, and outcomes are monitored according to agreed indicators and targets.
  • Develop and maintain a data management system that ensures accuracy, reliability, and timely analysis.
  • Support the integration of gender, inclusion, and accessibility indicators within the project’s M&E framework.

2. Data Collection, Analysis, and Reporting

  • Lead quantitative and qualitative data collection processes, ensuring high data quality and consistency across all project components.
  • Conduct periodic analysis of data to assess project progress and identify key trends, challenges, and opportunities.
  • Produce regular M&E reports, dashboards, and analytical summaries for internal and donor reporting.
  • Support the preparation of quarterly and final narrative reports by providing accurate and up-to-date M&E data.

3. Coordination and Communication

  • Work closely with the Program Coordinator, Project Manager, and other team members to ensure alignment between M&E findings and project implementation.
  • Liaise with donors and partners, when required, to share M&E results, methodologies, and insights.
  • Contribute to visibility and communication materials by providing evidence-based data and impact figures.

4. Other Tasks

  • Contribute to proposal development and project design by integrating M&E perspectives and logical frameworks.
  • Perform any other related tasks assigned by the Program Coordinator or Executive Director.

 

IV. Qualifications and Experience

1. Education

  • Bachelor’s or Master’s degree in Statistics, Economics, Social Sciences, Development Studies, Political Science, or a related field.

2. Experience

  • Minimum of 5 years of relevant professional experience in monitoring and evaluation, preferably within NGOs or international organizations.
  • Proven experience in developing M&E frameworks, data analysis, and performance measurement tools.
  • Experience working on governance, democracy, or electoral-related projects is an asset.
  • Familiarity with donor reporting requirements and M&E best practices.

3. Skills and Competencies

  • Strong analytical and quantitative skills with proficiency in data management and visualization tools (e.g., Excel, Power BI, SPSS, Kobo, etc.).
  • Excellent written and verbal communication skills in Arabic and English.
  • Solid understanding of project cycle management and results-based monitoring approaches.
  • Strong organizational skills, attention to detail, and ability to meet tight deadlines.
  • Commitment to LADE’s mission, values, and principles of transparency, integrity, and impartiality.

V. Duration and Reporting Line

  • Contract Type: Consultancy contract (5 months)
  • Duration: Five (5) months
  • Location: Beirut, Lebanon
  • Reports to: Program Coordinator / Executive Director
  • Salary: between $5,000 USD - $6,000 USD
