CALL FOR PROPOSALSTerm of Reference (TOR) for ConsultancyProducing a short film/ video for LADE Background The Lebanese Association for Democratic Elections (LADE) was founded in Lebanon by a number ofactivists in the public sector on March 13, 1996. LADE is a civil, independent and nonprofit organizationspecialized in elections and how closely they are linked to democracy.The association is concerned with monitoring the elections in their different forms as well as studyingthe electoral systems and laws according to the international democratic electoral standards, especiallystandards that guarantee free, fair and transparent elections.LADE is working on 3 main programs in 2016 and 2017: elections monitoring, advocacy and lobbying forelectoral reform and democracy education program. The democracy education program has 3 maintarget groups: school students, university students and the general public.This project targets university students. Since 2010 LADE has been observing university studentscabinets elections in several universities, and we were able to identify the need to work in depth withthese students on their internal elections as it will reflect their views and attitudes towards the generalelections in the future. Overall Objective The overall objective is to produce an interactive video/short film/animation video on this project(university students cabinets elections) that communicates to university students specifically, as well asthe wider public on LADE’s overall mandate promoting democratic and free elections, allowing them tolook at the student council elections and the general elections from a new perspective. The video is toserve as a tool in trainings, and awareness raising events inside the universities. It has to speak to theyouth in their own language, to encourage their role in shaping the democratic process. The outcomeshall be a 5 to 6 min version, with around 1-2 min short version for web use. Specific Objectives and Tasks Under the direct supervision of the project coordinator and LADE’s Communication Coordinator, theproduction company will be required to: Identify, develop and implement the film’s overall methodology, concept, structure and scenario; Deliver a draft script and outline for comments; Plan and schedule a timeline for the project; Present reference material of how the outcome might look alike, in addition to the portfolio or show reel of the contractor; Conduct interviews (if needed) with the chosen spokesperson/key staff in coordination with the Communication Coordinator; Make arrangements for logistics including local transport, equipment, communication services and any other needed details; Review all documents and materials provided (project concept note, brief activity report, any other visibility material produced such as brochures, press releases, etc) in order to better understand the project objectives, LADE mandate and expected results; Narrate, edit and produce a high-quality version of the scripted video with adequate background music in finest and high quality video formats including HD, AVI and MP4; Finalize the outcome incorporating the comments arising from the presentation to LADE; Provide, in addition to the soft version, a high quality hard copy (DVD) of the final, approved version of the video. However, other appropriate formats that enable the video to be uploaded to LADE website and social media platforms shall be provided (for both versions); The product should be available in Arabic (with Arabic and English subtitles for one in HDV 1080i50 broadcast quality). Expertise Required and Prequalification The production companies applying will be evaluated against the following criteria: Experience in working with other organizations and NGOs locally or regionally Familiarity with the LADE’s objectives and scope of work Five to ten years working experience in development of documentary/film production/animation. Additional experience in development communication and mass communication will be an added advantage; Clear articulation of capacity and skill, and innovative approaches to carry out the assignment; Clear work plan and articulation of expected methodologies and outputs Excellent technical capacities to ensure smooth and high quality production Ability to start immediately Plan of Work / Duration This assignment is expected to start ASAP and be completed before the end of September 2016. Wepropose the last 14 days to be dedicated to including LADE’s input on the draft production andcompleting the final versions of the outcomes. Mode of payment Payment will be made in two installments. 50% of the payment will be made upon signature of thecontract and the remaining 50% will be made after a successful delivery of the final outcome.
