Background
The Lebanese Association for Democratic Elections (LADE) was founded in Lebanon by a number of activists in the public sector on March 13, 1996. LADE is a civil, independent and nonprofit organization specialized in elections and how closely they are linked to democracy.
LADE is concerned with monitoring the elections in their different forms as well as studying the electoral systems and laws according to the international democratic electoral standards, especially standards that guarantee free, fair and transparent elections.
In addition to that, LADE believes that education serves as a support of the electoral process, which is known as "voter education". While voter information is certainly the responsibility of the election authority, voter education can easily be viewed as the responsibility of both of the election authority and civil society. There is a need to educate people to take part in elections. Whether these people are children or adults, there are many educational needs that relate to the conduct of elections.
Overall Objective
The overall objective is to produce an interactive video/animated video on the project (voter education) that communicates to school students in secondary classes to introduce and explain the concept and importance of elections, and to highlight their role in shaping the democratic process. It has to explain the elections process and technical aspects on the other hand. The video is to serve as a tool in LADE’s trainings in the schools that could be followed by an elections simulation for a better understanding of the idea. The outcome shall be a maximum of 3-4 minutes video (or two videos, 2 min. each).
Specific Objectives and Tasks
Under the direct supervision of the Communication Coordinator, the production company will be required to:
Identify and develop the video’s overall concept, structure and scenario
Deliver a draft script and outline for comments
Plan and schedule a timeline for the project.
Conduct interviews (if needed) with the chosen spokesperson/key staff in coordination with the Communication Coordinator.
Review all documents and materials provided (project concept note, brief activity report, any other visibility material produced such as brochures, press releases, etc) in order to better understand the project objectives, LADE mandate and expected results.
Narrate, edit and produce a high-quality version of the scripted video with adequate background music in finest and high quality video formats including HD, AVI and MP4
Finalize the outcome incorporating the comments arising from the presentation to LADE.
Provide, in addition to the soft version, a high quality hard copy (DVD) of the final, approved version of the video. However, other appropriate formats that enable the video to be uploaded to LADE website and social media platforms shall be provided.
The product should be available in Arabic (with Arabic and English subtitles for one in HDV 1080i50 broadcast quality)
Expertise Required and Prequalification
The production companies applying will be evaluated against the following criteria:
Creative proposal of the concept/idea of the video along with the estimated budget;
Experience in working with NGOs and international organizations;
Familiarity with the LADE’s objectives and scope of work;
More than 3 years working experience in development of documentary/film production/animation;
Additional experience in development communication and mass communication will be an added advantage;
Clear articulation of capacity and skill, and innovative approaches to carry out the assignment;
Clear work plan and articulation of expected methodologies and outputs
Excellent technical capacities to ensure smooth and high quality production
Ability to start immediately
Plan of Work / Duration
This assignment is expected to start ASAP and be completed before the end of October 2016. We propose the last 14 days to be dedicated to including LADE’s input on the draft production and completing the final versions of the outcomes.
Mode of payment
Payment will be made in two installments. 50% of the payment will be made upon receiving and reviewing the first report following the inception meeting and remaining 50% will be made after successful delivery of the final outcome.
