Terms of Reference Scope of work 1-      Assessment of project strategy and implementation 2-      Measurement of program outcomes 3-      Recommendations for future programming The evaluation will particularly look at the following: 1-      Level of achievement on program objectives, in terms of relevance, effectiveness and impact on beneficiaries – this will be done through first-hand data collection with partner organizations and beneficiaries in targeted regions; 2-      Program approach and tactics, including revision of targets and indicators to ensure that objectives have been optimally achieved– this will be done through first-hand data collection with various program partners; 3-      Overall management practices and performance, including communication and information sharing as well as coordination and cooperation among various partners – this will be done through first-hand data collection and feedback provided by partner organizations during separate meetings   Evaluation criteria The evaluation will utilize the following criteria:   IMPACT v  What is the impact of the program on intended beneficiaries and overall political action in Lebanon? v  How did the program influence the course of political action in terms of electoral reform?   RELEVANCE v  To what extent is the programme responding to the priority needs of the population in relation to their political rights? v  Is the intervention strategy the most adequate for promoting the changes intended in the lives of people and the community in general? v  Is the programme able to respond to new and emerging issues within the current contexts of political uncertainty and insecurity? How can it better respond?   EFFECTIVENESS v  Have the intended changes as described in the proposal in policies, practices, ideas and beliefs been achieved? Any unintended changes (both positive and negative)? v  Are there any clear signs that show progress in electoral reform? v  Did the activities conducted and planned and results achieved contribute to the intended changes in policies, practices, ideas and beliefs? v  Did people targeted by the program properly assimilate the elements and importance of electoral reform?   EFFICIENCY v  Has the plan that was established for the execution of the programme been carried out during the reviewed timeframe? v  Have synergies with other actors and interventions been taken advantage of so far to ensure better programme performance?   SUSTAINABILITY v  Which measures are being used to guarantee that the positive effects of the intervention are sustainable over time? v  Do sufficient institutional capacities exist to maintain the changes produced? v  Has appropriation by other organizations been adequately promoted?   PARTICIPATION AND EMPOWERMENT v  What were the criteria utilized to reach the beneficiary groups and to what extent did they include remote and marginalized groups? v  To what extent are partner organizations actively participating in decision-making processes at different phases of the programme? v  To what extent are the programme actions contributing to creating a ripple effect and collective actions by the beneficiaries to change the community?     Specific Tasks to be performed Under guidance from Secretary General and Executive Office, the consultant is expected to undertake the following tasks: 1-      Development of evaluation action plan – review of objectives, development of performance and outcome indicators and identification of suitable data collection tools 2-      Development of data collection tools 3-      Undertake data collection (mainly conduct one-on-one meetings with partners, administer questionnaires if relevant, and assess media coverage of various activities) 4-      Draft preliminary findings report   Expected level of effort From 15 April to 30 May   Salary: 2000 USD   Requirements: BA in political science, development studies, or any other related field 2-3 years of experience, previous experience in M&E is an asset
