Job Purpose:
Manage the work of 60 long-term observers throughout the electoral campaigns of Lebanon’s next parliamentary elections.
Collecting reports from LTOs and submit weekly reports briefings on violations to the operation manager.
Main Tasks:
Electoral expertise:
- Knowledge of the current electoral legal framework and other relevant legislation and regulation.
- Knowledge of the political context.
- Familiar with election monitoring and have a previous experience in monitoring general and local elections.
- Knowledge of the electoral international standards.
Coordinating role:
- Coordinate the deployment, preparations and activities of LTOs in consultation with LADE’s operation manager.
- Coordinate the activity of LTOs throughout the electoral campaigns.
- Liaise with LADE’s operation manager concerning all aspects related to the deployment of LTOs.
- Prepare all briefing materials for LTOs.
- Organise regular briefing session with LTOs.
- Ensure an adequate flow of information between the core team and LTOs.
- Maintain regular contact with LTOs and provide guidance and instructions when need be.
- Task LTOs to collect information on women participation in the elections.
- Ensure that LADE’s observers' guide is provided to all LTOs.
- Keep record of the weekly reports submitted by the LTOs.
Reporting:
- Collect and analyse information received from LTOs.
- Ensure that information from LTOs is received in a timely manner.
- Prepare regular summary reports on the findings of LTOs.
- Contribute to the drafting of all preliminary statements and final report.
Requirements:
University degree in political science, social science, law or related fields.
Five years of professional experience at the national level with excellent project management skills.
Excellent organisational and coordination skills.
Excellent analytical and drafting skills.
Demonstrated ability to work under pressure in a sensitive political environment.
Demonstrated ability to work in supervisory role and as part of a large team.
Remain available for consultation until the final report is published.
Languages
Fluent in Arabic and English, French is an asset.
Observers of 2009, 2010, and 2016 elections are strongly encouraged to apply.
