Terms of Reference – Monitoring and Evaluation Consultancy Contract Project Structure and Objective A consortium project funded by the European Union, with LADE as the lead partner, and in collaboration and partnership with 5 local organizations and one international organization. The project aims to mobilize citizens to support electoral reforms and to engage in the civil society efforts for that end. Type Consultancy Contact Person Program manager Project Description The objectives of our project are: Raise public awareness about electoral reform and mobilize citizens to support the efforts that civil society organizations are doing to reform the legal framework for elections, towards fairer representation and more transparency, and to engage the citizens through platforms, such as debates and activities. Leverage citizen support and lobby policy-makers to improve the legal framework for elections. Develop research-based policy papers about electoral reform and to survey the public impressions and opinions, in order to determine the policy areas that need to be addressed and to develop the appropriate messaging and communication structures. I.  Focus of the M&E: 1.    An assessment of the project strategy and implementation 2.    A measurement of the achievements of the program outcomes and recommendations to guide future programming II. Specific Objectives: Assess the quality of the project operation Monitor and evaluate the compliance with the work plans and with EU guidelines Assess the quality of indicators and evaluate the project achievements accordingly Provide advice and recommendations on management structures and project methodology.  Contract: yes 4. Minimum Qualifications: II. Minimum Qualifications Education Masters degree in political studies, management or related fields. Excellent command of English and Arabic   Experience At least 5 years of M&E experience in the non-profit sector.
