Project Background
The Lebanese Center for Policy Studies (LCPS), is implementing the project Digital Tools for Open Fiscal Governance. A key component of this project is the development of the National Fiscal Transparency Portal – Maliyati, which will serve as a comprehensive platform to improve fiscal transparency, accountability, and citizen engagement in Lebanon.
As part of this effort, the portal Maliyati will host 10 training modules designed to strengthen citizens financial literacy and empower youth to engage in fiscal governance and public policy discussions. The courses will consist of 10 training covering Lebanon’s fiscal processes, challenges, and reforms, delivered through the Maliyati portal.
Objective of the Assignment
LCPS is seeking to recruit one or more qualified experts to design, develop, and deliver 10 training modules on fiscal governance and transparency. The modules should:
- Increase citizens’ understanding of Lebanon’s fiscal system (budget, revenues, expenditures, debt, etc.).
- Equip youth and citizens with practical tools to interpret and use fiscal data.
- Encourage civic participation and advocacy for reform.
Thes modules would be delivered in Arabic with English subtitles. With content accessible to non-specialists.
Areas of Focus
The 10 modules will address the following themes:
Ten training sessions (a maximum of 20 minutes each) in:
Module 1: Introduction to Public Financial Management (PFM)
Module 2: Understanding the importance of citizens paying taxes
Module 3: Understanding the role of fiscal transparency in government practice
Module 4: Lebanese government's measures to promote fiscal transparency
Module 5: Understanding the role of citizens in contributing to the national or local government budget
Module 6: Understanding the "Citizens' budget" and its uses
Module 7: Understanding the right to access information and its role in fiscal transparency
Module 8: Identifying international and national institutions monitoring government fiscal transparency
Module 9: Role of individuals in promoting fiscal transparency in Lebanon
Module 10: Digital Tools for Open Fiscal Governance: Utilizing the Maliyati portal for information.
Scope of Work & Tasks
The expert(s) will:
- Develop a tailored curriculum framework outlining learning outcomes, sequence, and methodology.
- Produce content for 10 modules, including:
- Core explanatory text (concepts, contextual analysis, and simplified explanations)
- Case studies drawn from the Lebanese fiscal context and international good practices.
- Data inputs to be transformed into visuals, infographics, and scripts for short educational videos.
- Interactive elements such as quizzes, exercises, and discussion prompt to enhance engagement and retention.
- Integrate local fiscal data (budget documents, reports, open data) into modules to ensure relevance.
- Adapt content for Maliyati portal, ensuring it is user-friendly and applicable to mobile design.
- Pilot-test modules with a sample audience, integrate feedback, and refine content.
- Deliver final versions of all modules in Arabic, ready for online and blended use.
Deliverables
- Curriculum framework (draft and final)
- 10 training modules, fully developed with text, visuals, quizzes, and case material (no more than 20 minutes each)
- Pilot-tested modules with revisions incorporated
- Submit final PowerPoint Presentation to be used for the training including graphs, case studies, quizzes (to be interactive) and other relevant visuals.
Duration & Level of Effort (LoE)
- The assignment will be implemented over 2 months, with up to 16 working days allocated. If more than one expert is selected, the LoE will be divided according to agreed responsibilities.
- Experts will work in close coordination to ensure timely delivery, with modules developed in parallel rather than sequentially to meet the 2-month deadline.
Qualifications
- Advanced degree in economics, public finance, governance, political science, education, or related fields.
- Proven expertise in public financial management (PFM), fiscal governance, or anti-corruption.
- Demonstrated experience in curriculum design, instructional design, or e-learning content development.
- Familiarity with AI-based or digital learning platforms is highly desirable.
- Excellent writing and communication skills in Arabic.
Reporting & Coordination
- The expert(s) will report to LCPS as lead implementer.
- Regular progress updates, validation sessions, and alignment with consortium partners.
