Advocacy, Campaigns, Communications & MEAL Officer

Our organization is seeking a qualified and motivated professional candidate, located in Beirut, to support its work in advocacy, communications, campaigns, and Monitoring, Evaluation, Accountability and Learning (MEAL).

Key Responsibilities

  • Develop and implement advocacy and campaign strategies aligned with project and organizational objectives, integrating both online and offline outreach approaches.
  • Lead the conceptualization, planning, and execution of advocacy campaigns, ensuring clear messaging, audience targeting, and measurable impact.
  • Create, design, and produce high-quality visual and communication materials (e.g., social media content, infographics, brochures, reports, presentations, and campaign assets) in line with branding guidelines.
  • Draft, edit, and disseminate communication content (press releases, newsletters, success stories, fact sheets, and digital content).
  • Ensure consistent branding, visual identity, and messaging across all platforms and campaign materials.
  • Manage and update digital communication channels (social media, website, mailing lists), including content planning and scheduling.
  • Build and maintain relationships with media outlets, influencers, civil society actors, and key stakeholders to enhance visibility and campaign reach.
  • Organize and coordinate advocacy events, campaign activations, workshops, and press engagements.
  • Monitor and analyze campaign performance, media coverage, and engagement metrics, and prepare regular reports with recommendations for improvement.
  • Capture and document project impact, human-interest stories, and campaign outcomes through both written and visual storytelling.
  • Design and support the production of IEC (Information, Education, and Communication) materials to strengthen awareness and outreach efforts.
  • Provide advocacy, campaign, and communication inputs for donor reports and project documentation.
  • Lead project-based monitoring and evaluation, ensuring indicators are well understood and data is collected on time.
  • Ensure high-quality data through training of field staff, piloting tools, and conducting regular checks.
  • Lead collection, analysis, and reporting of both qualitative and quantitative data (e.g., Focus Group Discussions, exit interviews, case studies, baseline and endline surveys).
  • Develop MEAL plans in cooperation with implementing teams and present them during project kick-off meetings.
  • Maintain and update the MEAL Activity Tracker on a weekly basis.
  • Oversee data management processes, ensuring accurate use of MEAL tools and indicator tracking.
  • Produce quality analysis and reports to inform internal learning, donor reporting, and external platforms (e.g., Activity Info).
  • Promote learning and transparency by regularly analyzing data, documenting best practices, and producing case studies.
  • Support project teams with information management, liaising with database and program staff as required.
  • Ensure timely preparation of reporting components in line with organizational and donor requirements.
  • Carry out other relevant MEAL tasks as required.

Education

  • Bachelor’s degree in Communications, Journalism, Political Science, International Relations, Development Studies, Social Sciences, or a related field.

Experience

  • Minimum 3–5 years of relevant experience in communications, advocacy, campaign management, and/or MEAL functions, preferably within NGOs, INGOs, or development/humanitarian organizations.
  • Proven experience in designing and implementing advocacy and communication campaigns, including digital and offline strategies.
  • Strong experience in content creation and visual communication production (social media, infographics, publications, IEC materials).
  • Demonstrated experience in MEAL systems, including indicator tracking, data collection, analysis, and reporting.
  • Prior experience working with donors and contributing to donor reporting is an advantage.

Technical Skills

  • Strong command of digital communication platforms (social media management, website content management systems, email marketing tools).
  • Proficiency in graphic design and content creation tools (e.g., Canva, Adobe Illustrator, Photoshop, InDesign).
  • Solid understanding of MEAL frameworks, logical frameworks (Logframe), and indicator development.
  • Strong data analysis skills (qualitative and quantitative).
  • Familiarity with tools such as Excel, and data collection/reporting platforms.

Communication Skills

  • Excellent written and verbal communication skills in English and Arabic
  • Strong storytelling and report-writing abilities.
  • Ability to translate technical information into clear, engaging public communication.
