The Youth Policy Shapers (YPS) Programme in Lebanon is a pilot programme launched by the Government of Lebanon, in partnership with the Organisation for Economic Co-operation and Development (OECD) and with the support of the Embassy of Italy. The programme is implemented under the project “Strengthening Governance in Lebanon: Towards Inclusive and Open Governance”.
The pilot Programme invites motivated young people aged 18–29 from across Lebanon to take part in a national initiative where they can:
• Learn practical skills in how to design and manage projects
• Develop clear project ideas related to:
o Culture and heritage
o Agriculture and climate resilience
• Receive training to improve their ideas, understand what is realistic, and see how their projects can support ongoing reforms
• Take part in discussions with public institutions — including ministries, municipalities, universities and civil society organisations — to better understand how decisions are made and how policies are put into action
The programme helps young women and men build knowledge, confidence and useful connections. It supports them to work constructively with public institutions, contribute to reform efforts, and play a more active role in their communities and in Lebanon’s public life.
The programme will enable participants to:
• Develop and strengthen project ideas linked to public policy priorities
• Build practical knowledge of policymaking processes and public institutions
• Engage constructively with ministries and stakeholders on youth- and gender-responsive solutions, agricultural and cultural policies.

Applicants must:
• Be between 18 and 29 years old
• Reside in Lebanon
• Demonstrate motivation to actively participate throughout the programme
• Have a project idea or initiative they wish to develop
• Be able to work in English and Arabic
The programme aims to ensure gender balance and regional diversity.
