Consultant – Evaluator for Gender Action Plans and Impact Report Development

About the Program:  

LLWB, in partnership with the UK Embassy, is leading a project that aims to facilitate and increase female representation on Boards of Syndicates, Universities, Organizations, and Public Institutions in Lebanon. The project promotes gender equality and diversity in decision-making positions. 

In previous phases, LLWB conducted 6 Gender Audits for: 

  • 4 Universities 
  • 1 Syndicate  
  • 1 Civil Society Organization 

As a result, tailored Gender Action Plans were developed for each institution. These plans served as roadmaps for gender mainstreaming and institutional reform. In the current phase, LLWB seeks to evaluate the implementation and impact of these GAPs to better understand progress in implementing them, challenges faced by the institutions, and future needs. 

Scope of Consultancy:  

LLWB is seeking a short-term gender evaluator expert to evaluate the implementation of recommendations of the audit reports and the Gender Action Plans  and to assess the level of gender mainstreaming achieved to date across the 6 audited institutions. 

The consultant will work closely with LLWB’s programs team and institutional focal points to: 

  • Assess implementation progress on gender audit reports recommendations and the action plans developed for each institution 
  • Identify enablers and barriers to implementation 
  • Identify the links created during and after the project and the implementation of the main goals of project, having women on boards and women in decision making . 
  • Gather qualitative and quantitative insights from the institutions to be able to identify the links and impact of project 
  • Gather and showcase the activities implemented by each institution and show and analyse how this is linked to the gender action plan and audit report recommendations, by clearly showing the learning curve and the progress made on individual, unit and organizational levels 
  • Provide tailored SMART and impactful recommendations for short-term and long-term actions to implement the main recommendations of the action plans 
  • Produce an institutional evaluation brief for each partner 
  • Draft a consolidated Impact Report on each institution showing the learning curve based on the project goals and assess and draft the learning story of the reform and policy impact of the work of the project with each institution, on the individual level and on the institutional and community level. 
  • The evaluation will be conducted remotely, primarily through follow-up calls,  meetings, and desk reviews and other tools requested by the evaluator 

Key Responsibilities: 

  • Review existing gender report and Gender Action Plans and related audit documentation. 
  • Conduct virtual consultations and follow-up calls with the 6 institutions and their representatives (the selected women from each institution who took the certifications offered by the program of LLWB and supported by the UK embassy through the ESA/IFG, and what were the certifications impact on the individual level and organization level) 
  • Gather and showcase the activities implemented by each institution and show and analyse how this is linked to the gender action plan and audit report recommendations. 
  • Analyze progress made, identifying key achievements, gaps, and opportunities. 
  • Evaluate the effectiveness of gender mainstreaming across different departments and practices (policies, HR, leadership, communication, etc.). 
  • Draft 6 institutional reports (one for each entity) summarizing findings, progress, and specific recommendations divided into short and medium, and long-term. 
  • Prepare a comprehensive Impact Report that consolidates all findings, best practices, challenges, and future strategies. 
  • Submit a final presentation of the report findings to LLWB. 

 

Timeline:  
The evaluation process will take place between August 2025 and October  2025. The evaluator should submit a proposed timeline and work plan upon contract signature. 

Required Qualifications:  

  • Advanced degrees in gender studies, public administration, political science, social sciences, or related field. 
  • Proven track record (minimum 7 years) in leading gender analysis, public governance research, or institutional development. 
  • Relevant experience with NGO’s, syndicates and Universities in the arenas of organizational development, raising safeguarding and accountability standards. 
  • Familiarity with international frameworks on gender mainstreaming (e.g., UN Women, ILO, OECD). 
  • Strong facilitation, qualitative research, and analytical skills. 
  • Fluency in Arabic and English (written and spoken). 
  • Knowledge of Lebanon’s political and institutional context is essential. 

Deliverables:  

  • Inception report outlining methodology and schedule. 
  • 6 individual evaluation briefs (1 per institution) with impact stories, findings, progress, and tailored recommendations.  
  • Final consolidated Impact Report in Arabic and English, including: 
  • Executive summary 
  • Methodology 
  • Analysis of gender mainstreaming status 
  • Best practices and lessons learned 
  • Short- and long-term recommendations 
  • Final presentation to LLWB. 

With this call for proposal, LLWB requests interested express to express their interest and send a cover letter with clear commitment to perform the audit, and draft the action plan with the institution, the auditor needs to send a financial proposal covering all the above deliverables and ensure that MOF certification is needed. Note: Failing to provide these documents will lead to a deduction of the withholding tax (8.5%) as per the Lebanese Law.

How to Apply

Interested candidates are requested to submit the following documents to Careers@llwb.org in separate files, mentioning in the subject of the email “Consultant – Gender Expert to Evaluate Gender Action Plans and Produce an Impact Report. 

  • An updated CV with at least 2 references and CV needs to showcase audit expertise of applicant in selected topic (in PDF). 
  • A cover letter outlining relevant experience and qualifications. In PDF 
  • A note outlining the planned methodology based on enclosed Terms of Reference (max. 2 pages). 
  • A sample of written work (previously conducted assessment, analysis, research or similar document) 
  • A financial proposal including a lump sum in USD dollars for developing the above-mentioned deliverables covering all costs of consultancy (gender audit report with recommendations and developing a gender action plan) in PDF. Title of Document should be “Consultant – Gender Expert to Evaluate Gender Action Plans and Produce an Impact Report”  
  • Copy of passports or IDs and Lebanese financial registration documents.  
  • Deadline for applications is 30/07/2025 (noon Lebanon time).

LLWB reserves the right to proceed with selecting a qualified expert before the application deadline if a suitable candidate is identified.
