Recruitment for a "Governance Consultant"

1. About LOGI

LOGI is an independent non-governmental organization based in Beirut that promotes the transparent and sound management of Lebanon’s oil and gas resources. It aims to develop a network of Lebanese experts in the global energy industry and provide them with a platform to educate Lebanese policy makers as well as Lebanese citizens on the key decisions facing the oil and gas industry. It focuses on public awareness, policy development, advocacy, and capacity building to help Lebanon maximize the economic and social benefits of its oil and gas wealth – and avoid the resource curse. LOGI is the first Lebanese NGO member of Publish What You Pay (PWYP).

 

2. Purpose and Scope of Work

LOGI is seeking an Energy Governance Consultant to develop a Renewable Energy Governance Index that evaluates Lebanon’s policy framework, regulatory effectiveness, and transparency in the renewable energy sector. The index will serve as a key tool for assessing governance performance and identifying areas for reform.

The consultant will work closely with LOGI and a designated Researcher on Renewable Energy Laws and Policies, who will provide a foundational analysis of the existing legal and policy landscape. The consultant is expected to design the index methodology, establish key governance indicators, and analyze the research findings to formulate a comprehensive governance assessment.

 

3. Key Responsibilities

The consultant will be responsible for:

· Developing the Renewable Energy Governance Index, establishing a robust methodology and key governance indicators.

· Assessing the quality, transparency, and effectiveness of Lebanon’s renewable energy governance using data gathered from the researcher.

· Benchmarking Lebanon’s governance performance against international best practices and regional trends.

· Scoring and ranking Lebanon’s renewable energy governance performance based on defined criteria.

· Drafting and refining the index report, incorporating stakeholder feedback and data-driven insights.

· Developing a PowerPoint presentation summarizing the key findings of the index.

· Accompanying LOGI for four university visits across Lebanon (date to be determined), where the consultant will deliver a short session on the index and its findings.

 

4. Tender Evaluation Criteria:

The tender will be evaluated and selected based on the following criteria:

Experience required: Minimum of 7 years in governance, energy policy analysis, energy law or transparency-related fields.

Education degree: A degree (preferably master’s or higher) in public policy, Energy Studies, Political Science, law, or a related field.

Skills and Competencies:

  • Strong expertise in energy governance, transparency, and policy evaluation.
  • Proven experience in research, consultancy and the mentioned topics.
  • Experience in developing governance indices, policy assessments, or similar analytical tools.
  • Strong report writing and presentation skills.
  • Track record of delivering quality products to tight deadlines.
  • Broad grasp of key strategic issues facing the energy sector.
  •  Excellent communication, influencing, and engagement skills.
  • Good analysis skills.
  • A self-starter, able to work on their own initiative on complex issues.
  • Evidence of supporting the delivery of policies/projects/programs across multiple-teams or across departments.
  • Knowledge on good governance techniques and the civil society organizations in Lebanon and preferably from other petroleum producing countries.
  • Knowledge on politics of Lebanon and other resource rich countries in the region.
  • Languages: Fluency in Arabic and English (spoken and written).
  • Supporting evidence: Submission of previous work samples (indices, reports, governance assessments, etc.).

This tender is published publicly and open to all interested candidates, including research institutions and independent researchers.
