Job Summary:

Under the general supervision and guidance of the Programme Director of the “Education Champion Network” project, the Monitoring, Evaluation, Accountability and Learning Officer will be responsible for operationalizing and managing the new MEAL programme, and be in direct relation with LOST MEAL unit.

Job Duties:

  • Synthesize internal and external MEAL process audit results into lessons learned and key action points for LOST in terms of improving standard operating procedures, payout implementations and contingency planning.
  • Develop, manage and maintain an MIS database of LOST and log- frame indicators and process audit data and results, ensuring the data collection required to populate the database happens on a regular basis.
  • Conduct training for LOST staff on LOST's MEAL framework (and MEAL in general), providing guidance on LOST’s MEAL processes and objectives.
  • Provide recommendations on and lead the development and design of the LOST evaluation strategy and assist in its implementation in coordination with the project coordinator.
  • Lead the further development and refinement of LOST's MEAL framework, log-frame, programme and process audit tools, to ensure these continues to evolve and improve with experience to become the standard.
  • Perform other duties as required in coordination with the project coordinator.

Background and Qualifications:

  • Bachelor’s Degree (as a minimum) in education, or any other related field
  • 3 years of professional experience as a minimum, especially at NGOs/INGOs, academic organizations, standard-setting bodies, public agencies focused on monitoring and evaluation
  • Ability to do research and data collection
  • Good understanding of humanitarian principles and humanitarian processes
  • Strong communication skills
  • Fluency in Arabic and English
  • Demonstrated writing skills and ability to do research/collect data
  • Demonstrated communication skills and ability to liaise with affected communities
  • Demonstrated awareness and sensitivity to gender and diversity; experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner; and capacity to make accurate self-assessment particularly in high stress and high security contexts.

Computer Skills:

  • Knowledge and facility with standard office computer systems and software
  • Microsoft Office
