Shelter Technician

The role is required in order to ensure technical quality of the Shelter programming at field-level. The Shelter Technician will be responsible of conducting technical assessments, filling BOQs, monitoring and providing technical advice to beneficiaries, contractors and communities.

KEY AREAS OF ACCOUNTABILITY:

Program Implementation:

Conduct technical assessments of existing target shelters and buildings.
Develop technical proposals and Bills of Quantities (BOQ) and cost estimates including material, labor and transportation requirements for all shelter and WASH related works.
Prepare technical drawings, where required.
Support all technical aspects of quality control.
Conduct regular visits to the selected households.
Provide daily/weekly reports, as requested.

Program Monitoring:

Contribute to the monitoring and evaluation of activities by collecting appropriate data from selected beneficiaries, using pre-made questionnaires.
Conduct regular site visits to supervise and/or monitor progress and quality.
Supervise and monitor the work of the contractors and labors.
Conduct Post contractor delivery quality validation.
Contribute to data entry, as needed.

QUALIFICATIONS AND EXPERIENCE:

Degree in engineering or similar fields
Minimum 1 year of experience in the construction sector
Experience in field work and community mobilization
Computer skills (especially Excel)
Strength in interpersonal, communication and presentation skills
Flexibility and willingness to change work practices and hours, and capability to work in insecure environment.
Shelter and WASH programming in humanitarian context
NGO experience
