Main Role
The Basic Assistance Program Manager holds the overall responsibility for the successful initiation, planning, executing, monitoring, controlling and closing of the LRC DM Sector BA Program by proper coordination with branches and relevant stakeholders for the response of the Syrian Refugee Crisis and vulnerable Lebanese Host Communities.
Essential Responsibilities and Duties
Project Management Roles and Responsibilities
- Develop a detailed project plan aligned with the defined scope and objective of the project and monitor progress against the plan
- Manage and lead the BA Program Team to ensure they have the necessary knowledge, tools and skills to perform the work
- Manage the coordination of all stakeholders and partners engaged in the project work
- Record and manage project issues and risks and escalate as necessary
- Provide regular status reports to Operation Coordinator
Operational Roles and Responsibilities
- Assess the appropriateness of different BA programming options, proceed with the selection of the targeted communities according to the feasibility of different program activities
- Supervise the activities related to the BA program implementation in the targeted/affected areas, including regular visits to observe progress of implementation
- Supervise monitoring and evaluation the implementation of the activity to determine more areas for improvement and best practices
- Provide direction to BA Program Team and monitor field volunteers in their implementation of the work plan and quality of technical activities
- Facilitate requirements and make recommendation for planned activities
- Ensure thematic issues are mainstreamed in the BA program if appropriate
- Ensure that gender, protection, the environment, and other important cross- cutting concerns are taken into account in program design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities
- Act as the beneficiary for inclusion and feedback. Create channels for dialogue between the BA response and the affected population, to ensure appropriate technical interventions
- Facilitate arrangement and coordination for special activities as required by the National Headquarters through the DM
- Facilitate planning meetings and workshops when required
- Ensure development and facilitate requirements for effective and efficient oversight, support, quality control and reporting systems and processes
- Ensure updated project documents, for quality and timely implementation of project
- Ensure regular field monitoring and modifications as required
- Ensure maintenance of database/archive/records of reports and project documents
- Ensure reporting guidelines for field trips, trainings etc. are adhered to
- Ensure the LRC and donor reports are as per set schedules (monthly, quarterly and annually) on grant activities indicators and achievements are produced in quality
- Coordinate with the LRC DMU Support Service Coordinator/Team to ensure that budgets are designed in accordance with needs. Ensure that expenditures are planned and properly managed
- Supervise logistics, administration, and personnel activities (including any local/contracted personnel/daily labor/procurement) in accordance with national law and organizational guidelines
- Represent the LRC at national level coordination meetings
- Develop project specific H&S plans and SWPs (Safe Work Practices) as required
- Contribute to the scope of tender, preparation of tender documents, bid evaluations, and contract management
- Ensure compliance with overall LRC BA strategy and other relevant RC/RC guidelines
- Participate in meetings with LRC and Partners regarding progress of the project and clarifying issues/ concerns and ensuring implementation of agreements as the case may be
- Constantly look for new ways to further improve the program, new tools, trainings, etc… a type of R&D for the program
- Advise the LRC DMU Operations Coordinator and DM Coordinator in strategic matters with regards to the BA Program when needed
Function Specific Experience
- Experience in designing and managing humanitarian multi-sector and multi-donor programs
- Sectorial expertise in e.g. cash transfer programming, in-kind distributions and emergency relief response systems, social stability etc.
- Previous experience as an LRC volunteer is an asset
Industry Related Experience
- Previous experience in working with NGOs with regards to the Syria Crisis Response in Lebanon
