The Budgeting and Financial Reporting Officer is responsible for contributing to the success of the one-program approach for Primary Healthcare by preparing, analyzing and distributing accurate and timely financial reports to specific stakeholders. This role ensures that financial statements comply with regulatory standards and internal policies while maintaining high levels of accuracy and integrity in financial data. The officer also supports Medico-Social Sector (MSS) by assisting with annual budgeting, budget amendments, and coaching or supporting MSS staff on day to day financial management when requested.
Operational Roles and Responsibilities
- Prepare and analyze monthly, quarterly and annual financial statements related to operational performance, variances and metrics
- Prepare and present to partners a dashboard (updated every month) of available funds, expenditures and gaps
- Provide analysis of cost by Primary healthcare center and by type of service to identify trends and discrepancies
- Develop annual budget with MSS team, and contribute to budget revisions
- Review, monitor and analyze the reasonableness of budgetary requests, recommend appropriate balance and use of limited resources
- Reconcile requisitions to actual payments and budget accounting
- Follow up with the departments on expenditures and budget update and report expenditures to donors
- Ensure that accounting allocation is properly performed and that payments are correctly charged to projects
- Follow-up on outstanding entries to have the accounting system up to date and reporting up to date
- Review analysis of data and trend analysis as well comparison of current data with budgeted and forecasted numbers
- Ensure that the closing checklist was properly and completely executed in order to close the Society’s accounts and to produce the financial statements
- Review financial statements and other management reports
- Ensure that bank reconciliations have been properly performed
- Hold a list of reporting activities and prepare reports within the deadline of each donor
- Prepare cash requests based on the need for each partner
- Provide coordinators with requirements (such as supporting documents, contracts, invoices, receipts, etc.)
- Provide support, advice and coaching to MSS staff for day to day financial management of the program
