Main Role
The Deputy BTS Director for Operations is responsible to assist the BTS Director in achieving the BTS strategy by managing the activities of the department including: planning, budgeting and administration, demand and supply planning, donor management. The Deputy BTS Director for Operations is also responsible to assist the BTS Director in building capacity and capability within the BTS department.
Strategic Roles and Responsibilities
Participate and contribute to the BTS strategy development
Assist the BTS Director in planning, organizing and directing the BTS’s activities to ensure that they are aligned to BTS strategy and standards
Foster proper implementation of BTS policies and procedures within areas of responsibility. Identify and propose to the BTS Director improvement opportunities and take necessary actions
Provide performance updates through KPIs. Provide analysis and recommendations to the BTS Director for actions to be taken
Provide periodical reports to the BTS Director regarding achievements against plan
Operational Roles and Responsibilities
I. Planning and Budgeting
Reviewing the BTS budget, financial statements and reporting before submission to the BTS Director for final approval
Prepare/review proposals and presentations for relevant external parties that could be attracted to become potential donors, before submission to the BTS Director for final approval
Develop business cases and propositions in order to assist the BTS Director identify and secure additional sources of funds
Review the cash flow analysis, identify any foreseen shortage in funds, and highlight to the BTS Director in a timely manner to allow for measures and actions to be taken on time
Review the financial variance report (budget/spend) including relevant analysis, and raise to the BTS Director any areas for improvement
Distribution and Transportation Management
Assist the BTS Director in defining the distribution and transportation management operating model
Review contracts with third party providers in coordination with Internal Affairs department, Procurement department, and the BTS Director
Plan and oversee the implementation of the distribution and transportation management operating model in order to ensure safe and efficient distribution and transportation of blood products from one BTS to another or form the BTS Center to the hospital
Provide periodical status reports to the BTS Director regarding progress and risks
Donor Management
Assist the BTS Director in setting up the new Donor Management operating model and partnership
In case of external partnership for donor recruitment, contribute to the discussions and agreement with the third party
Establish a plan for the implementation and coordinate with the concerned parties (internal and external)
Provide periodical status reports to the BTS Director regarding progress
Demand and Supply Planning
Blood Need Forecast
Develop the forecast for the demand of blood products in coordination with the BTS Director and in line with the BTS strategy, based on analysis of relevant input from several sources
Establish the procedures and mechanisms (including SLAs) for the coordination with hospitals or Health Care Centers in order to receive the demand of blood products needed
In case of external partnership for Donor Recruitment, establish a mechanism to coordinate with the partner and to communicate the forecasted demand for blood products in order to ensure availability
Blood Stock Replenishment
Set up in coordination with the BTS Director replenishment guidelines of blood stock in all BTS Centers and monitor its implementation
Blood Stock Control
Review and discuss the variance report (initial stock/spent stock/remaining stock) with the BTS Director in order to ensure proper utilization of collected blood products
Requestor/Patient Service
Establish procedures to ensure proper cooperation between the requestor/patient and the BTS Centers in order to respond to all requests received in a timely manner
Set up the call center with relevant procedures in order to ensure a single point of contact for the requestor
People Management Roles and Responsibilities
Provide leadership and direction to the BTS HQ team towards the achievement of goals and objectives
Ensure that the responsibilities and duties of the BTS HQ team are specified in writing and clearly communicated
Guide, motivate, and evaluate subordinates on their performance, productivity and progress, while identifying training needs of team members to improve efficiency and ensure conformity with the standards Performance Management procedures set by the Human Resources Function
Ensure that the BTS HQ team acquire the required skills and knowledge through appropriate training programs
