Economic Security (EcoSec) Program Coordinator

Main Role
The EcoSec Program Coordinator is responsible for the successful initiation, planning, execution, monitoring, and closing of LRC DM EcoSec intervention components/modalities and projects in response to emergencies and crises, with a specific focus on the strategic development of the livelihoods component and the enhancement of DMS’ capacities in livelihoods and market-based interventions.

 

Essential Responsibilities and Duties

  • Team Management Roles and Responsibilities
  1. Ensure that the EcoSec Program Team members have the necessary knowledge, tools, and skills to perform the work.
  2. Support the EcoSec Program Team and field staff with the identification and the solutions of technical issues.
  3. Provide supervision, guidance, and monitoring for program staff, ensuring clarity over project plans and priorities, and encouraging effective teamwork.
  4. Facilitate and support the EcoSec Program Team members in organizing meetings, workshops, FGDs, interviews, or trainings when required.
  5. Assist in the coordination between the program staff, stakeholders, and partners engaged in program work.

 

  • Program Strategic Development
  1. Support in the development of the EcoSec general strategy and the livelihoods specific strategy along with their relevant plans of action, timelines, guidelines, and tools; Ensure implementation according to strategic plan.
  2. Identify opportunities for further developing LRC’s capacity in EcoSec and livelihoods in specific and set actions to make use of those opportunities.
  3. Collect and analyze information on context to be used in decision making and interventions.
  4. Support in the development of new EcoSec initiatives that are in line with the program strategy.
  5. Draft or provide technical inputs and feedback to concept papers and proposals; provide livelihoods technical feedback to other programs or sectors within LRC.
  6. Develop or assist in the development of SOPs and manuals for processes under EcoSec, livelihoods and market-based components.
  7. Ensure that the EcoSec program’s values, components, and objectives are communicated and disseminated properly amongst DMS and LRC staff; Facilitate input from staff in the strategic planning process.
  8. Identify the gaps at the strategic, operational, human resources and coordination levels and propose solutions to the board members within DMS.

 

  • Operational Roles and Responsibilities

  1. Supervise the implementation of all EcoSec activities against the annual work-plan, targets, timelines, and result indicators.
  2. Facilitate the arrangement and coordination of activities according to the EcoSec strategic plan.
  3. Assess the appropriateness of different programming options, proceed with the selection of the targeted communities according to the feasibility and appropriateness of different program activities and ensure that the implementation modalities best respond to the needs and context.
  4. Coordinate program-operations actions, including identifying appropriate implementation modalities, initiating procurement, grant, and Human Resources actions, including formulation of ToRs and scopes of work, managing procurement and recruitment processes including selection, contract, and grant management.
  5. Assist in setting comprehensive plans for emergency, crisis, or disaster affected areas based on the LRC’s EcoSec set targets.
  6. Lead on and ensure the proper implementation of market assessments, price monitoring, labor market analysis, and social cohesion mapping.
  7. Participate in project evaluations and assist in the analysis of results
  8. Supervise the writing processes of project updates, project reports, monitoring reports, case studies, or other narrative documents as required; formulate case studies and communication materials.
  9. Assist with program budgets, monitoring expenditure, and identify and act on any corrective actions required.
  10. Coach and facilitate livelihoods capacity building of program staff and volunteers through the identification and/or development of livelihoods related trainings.
  11. Development and contextualization of tools, materials, and trainings.
  12. Identify, document, and disseminate relevant project learning within the program.
  13. Ensure that relevant thematic issues are mainstreamed in the EcoSec program when necessary.
  14. Ensure that gender, protection, the environment, and other cross-cutting concerns are taken into account in program design, implementation, and reporting.
  15. Ensure that activities reflect the needs of specific groups and individuals e.g., elderly, children, and people with disabilities

  • Monitoring and Reporting
  1. Assist in the development of internal monitoring, evaluation, and operational plans and tools for program implementation.
  2. Monitor and evaluate the implementation of livelihoods specific activities to determine more areas for improvement and best practices.
  3. Ensure regular field monitoring and modifications as required; Monitor field-based implementation of the program activities, including providing guidance to field staff or volunteers on assessment, implementation, or monitoring activities.
  4. Ensure systematic documentation and reporting in accordance with LRC DMS’ procedures and processes and assist in preparing periodic and ad-hoc reports on operational activities.
  5. Monitor program implementation of partners, stakeholders, and beneficiaries in accordance with agreements, workplans, deliverables, and timelines.
  6. Ensure timely and quality progress and financial reporting by partners in line with agreed schedules and timelines; review reports submitted; provide feedback to partners and donors.
  7. Ensure regular update of relevant online platforms (GIS, RR) specifically for data/information related to livelihoods activities.

 

  • Representation and Coordination
  1. Build positive and long-term work relationships with program stakeholders, including community leaders, district government officials, governmental departments, UN agencies, INGOs, NGOs, donor representatives and other related stakeholders.
  2. Actively participate in the technical and sectoral meetings and working groups involving NGOs and UN Agencies and all other inter-governmental institutions.
  3. Represent LRC in livelihoods related meetings, trainings, or workshops​​​​​​​

 

Function Specific Experience

  • Experience in project management, cash transfer programming, or market-based emergency responses is strongly desired

 

Industry Related Experience

  • Previous experience in working with NGOs with regards to the Syria Crisis Response in Lebanon.
  • Relevant experience in the Lebanese Red Cross or a similar humanitarian sector
