Finance Officer, Netherlands Red Cross Lebanon Support Office for 3 months (temporary role)

Main Role

Preparation for NLRC-supported projects the financial data entry, in system and generating reports, in close coordination with NLRC Delegates/Staff and Lebanese Red Cross Finance department, and the Palestine Red Crescent Lebanon Branch that are managing NLRC funds. Also carrying out day-to-day financial/administrative activities related to the Netherland Red Cross Support Office and funded projects in Lebanon. The Finance Officer reports to the Netherlands Red Cross Country Representative in Lebanon The NLRC Lebanon Support Office has 2  NLRC expatriate staff and 3 national staff, and supports activities in Lebanon of the Lebanese Red Cross and the Palestine Red Crescent -Lebanon Branch.

Essential Responsibilities and Duties

Operational Roles and Responsibilities

Project management support:

  1. Supporting the NLRC Lebanon Support Office in achieving high quality and timely financial reports as required by back-donors
  2. Supporting Project Delegates in coordinating the financial reporting requirements through follow-ups and taking part is the meetings.
  3. Supporting Project Delegates in formulating NLRC budget structures and budget planning.

Supporting documents:

  1. Ensure complete collection of data: Invoices, contracts, car logbook, procurement and other supporting documents related to payments. Ensure sufficient translation to English.
  2. Archive (soft/hard copies) all supportive documentation in line with NLRC audit-proof project file system

Finance:

  1. Book the projects () expenditures and liabilities in NLRC WINPACCS financial system, and ensure correct data entry of the budget coding and that supporting documentation is compliant with the organization and donor requirements
  2. Ensure monthly financial closure of projects (cash and bank); Prepare financial reports of all projects on monthly basis and at request for NLRC The Hague; Prepare Hague project and NLRC Office Cash Requests with bank/cash reconciliation and supporting documents

NLRC Lebanon Support Office

  1. Proper office management, accessibility to information
  2. Record office cost in WINPACCS and make sure that supporting documentation is compliant with the organization requirements
  3. Manage daily payments and petty cash of the NLRC Lebanon Support Office
  4. Maintain full procurement/liability documentation, contracts, warranties, etc.

Other:

1. Support the Office with general tasks to enable the Office’s daily running
