Finance Officer (seconded to French Red Cross)

Main Responsibilities and Duties

1. Finance and Accounting

• Manage and monitor project budgets, ensuring alignment with approved proposals and donor guidelines
• Coordinate with FRC local partners to collect financial reports and supporting documents
• Review expenditure eligibility, budget allocation, and supporting documentation
• Ensure compliance with donor rules, donor contractual requirements, and internal financial procedures
• Support audits, voucher verifications, and financial reviews by donors and internal/external auditors
• Support the development and submission of grant proposals
• Ensure timely and accurate recording of grant related financial activities
• Process payments and maintain proper documentation for all transactions
• Reconcile petty cash on a weekly basis
• Reconcile bank accounts on a monthly basis
• Collaborate with the Admin Manager for financial reporting and audits

2. Agreements Management

• Draft and manage contracts and agreements with FRC national partners, in coordination with relevant departments
• Ensure complete and accurate documentation for all contractual relationships
• Monitor agreement validity and ensure timely renewals or amendments when required

3. Administrative Support

• Ensure systematic filing of financial and administrative documents
• Participate in team meetings and relevant organizational activities
• Perform any other duties assigned by the supervisor within the scope of the role
