Hard WASH Officer

Main Role

The “Hard” WASH Officer is responsible to effectively ensure the implementation of the LRC DMU “Hard” WASH Program Component. The “Hard” WASH Officer on HQ level also provides guidance to the WASH Field Officer(s) and enhances their liaison with the WASH Focal Persons/Volunteers in order to successfully respond to the Syrian Refugee Crisis and vulnerable Lebanese Host Communities.

 

Essential Responsibilities and Duties

  1. Support in assessing the appropriateness of different “Hard” WASH programming options, proceed with the selection of the targeted communities according to the feasibility of different program activities
  2. Manage the activities related to the “Hard” WASH program/project implementation in the different target communities, including regular visits to observe progress of program/project implementation
  3. Manage the monthly activity planning as per set targets (monthly, quarterly, annually) and deadlines by the Program/Project Plan of Action in close collaboration with the DMU WASH Field Officers
  4. Monitor and evaluate the implementation of the program to determine more areas for improvement and best practices
  5. Maintain effective and efficient oversight, support, quality control and reporting systems and processes
    1. Ensure updated project documents, for quality and timely implementation of project
    2. Ensure regular field monitoring and modifications as required
    3. Maintain database/archive/records of reports and project documents
    4. Adhere to reporting guidelines for field trips, trainings etc.
  6. Provide direction and monitor field staff/volunteers in their implementation of the work plan and quality of technical activities
  7. Facilitate requirements and make recommendation for planned activities
  8. Manage day-to-day logistics, administration, and personnel activities (including any local, contracted personnel/daily labor) in accordance with national law and organizational guidelines
  9. Facilitate and support in organizing planning meetings and workshops when required
  10. Ensure relevant thematic issues are mainstreamed in the “Hard” WASH program if appropriate
  11. Ensure that gender, protection, the environment, and other important cross- cutting concerns are taken into account in program design, implementation, and reporting; ensure that activities reflect the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities

 

Operational/Technical Roles and Responsibilities

  1. Contribute to tool development, planning sessions, and attend coordination meetings as requested by the WASH Manager
  2. Supervise and monitor the implementation of the LRC DMU WASH NFI distributions
  3. Supervise and monitor the implementation of contractors/subcontractors
  4. Provide supervision, guidance and oversight to field-based construction including WASH Focal Persons to ensure quality assurance and quality control (QA/QC) of construction works and adherence to design specifications and standards
  5. Feedback from beneficiaries and conduct informal reports on installation of “Hard” WASH facilities
  6. Develop an archive with descriptions and projects for each site for documentation and future reference
  7. Manage the HQ WASH Team fleet request and ensure needed follow up
  8. Coordinate closely with the LRC DMU “Soft” Wash Officer on all relevant issues in order to ensure a successful and complete WASH program implementation on all levels.

 

Function Specific Experience

  • Experience in Project Management
  • Sectorial experience in e.g. WASH programs, water and sanitation infrastructure
  • Previous experience as an LRC volunteer is an asset

Industry Related Experience

  • Previous experience in working with NGOs
  • Previous experience in design and construction of sanitation infrastructure including community level latrine projects, subsurface sewage disposal systems, communal septic tanks, soil infiltration systems are an asset
  • Previous experience in waterhole supply projects are an asset
