Main Role
The Performance, Monitoring, Evaluation and Reporting & Quality Assurance (PMER & QA) Manager monitors, consolidates and reports DM data, and conducts analyses that enable informed decision making related to DM activities and interventions. He/she also performs quality assurance activities to ensure DM services are implemented according to quality standards and SOPs.
Essential Responsibilities and Duties
Strategic Roles and Responsibilities
- Participate and contribute to the overall DM Strategy planning and implementation process
- Design, develop and ensure proper implementation of the PMER & QA strategy in alignment with DM and LRC’s overall strategy
- Provide periodical high level reports to the DM Director regarding overall effectiveness and efficiency of the PMER & QA and related potential issues
- Contribute to the DM Council through ensuring alignment of the DM Direction with the set DM strategy, coordinating national actions and strategies, identifying opportunities for improvement as well as implementing and monitoring the implementation of decisions made by the council
Operational Roles and Responsibilities
- Develop and communicate DM quality assurance guidelines and tools
- Monitor the quality of implementation of DM activities using predefined and agreed upon KPIs
- Perform periodical field visits to monitor the implementation of DM activities and assess the quality and progress of the projects
- Coordinate internally (e.g. partners, personnel) to receive, consolidate and maintain updated and detailed records and data related to all DM activities to inform efficient decision making
- Set and communicate standards of reporting to Project Managers and relevant internal stakeholders
- Strengthen the capacity of programs and projects staff in producing accurate, regular, effective, timely and factual narrative reports requested by DM stakeholders
- Develop consolidated periodical reports according to requirements from partners, internal stakeholders and external stakeholders in line with set policies and procedures
- Oversee the reporting system ensuring credible, consistent and timely reporting and archiving of data
- Support in editing final drafts of proposals and concept notes before validation
- Contribute to the development of log frames, and monitoring and evaluation plans for each project/program
- Monitor context, risks, and environmental impact of DM projects
- Develop and communicate guidelines for DM volunteer accountability
- Conduct research and baseline surveys for all programs and projects requiring one, using quantitative and qualitative methods and employing KAP (Knowledge, Attitude, Practice) techniques
- Conduct end-line surveys after a project intervention to measure the outcome of the project
- Manage the DM Hotline to ensure continuous support of target populations
- Develop accessible, secure and responsive complaints mechanisms and engage targeted populations in the design and implementation of interventions
- Act as the focal point for PMER issues in emergencies
