Under the support of the PMEAL Coordinator, the PMEAL Officer is responsible for developing assessment and surveys for data collection purposes, analyzing data, ensuring the integration of Community Engagement and Accountability (CEA) standards, and contributing to reporting and learning processes. The role also provides technical support to program teams, staff, and volunteers through capacity-building, guidance, and quality assurance, particularly during field activities and emergency responses.
Essential Responsibilities and Duties
Operational Roles and Responsibilities.
- Monitoring:
- Strengthen the efficiency and consistency of monitoring across all DMS programs by facilitating the development and use of standardized tools, and indicators.
- Ensure accurate, comprehensive, and meaningful monitoring of program activities, outputs, outcomes, and overall impact.
- Design and develop assessment and survey tools, including questionnaires for surveys, focus group discussions (FGDs), and key informant interviews (KIIs), along with the corresponding Terms of Reference (ToRs).
- Manage and provide technical guidance to data collection teams conducting Post-Distribution Monitoring (PDM), Knowledge, Attitude, and Practice (KAP) surveys, Key Informant Interviews (KIIs), and other monitoring exercises, ensuring high-quality data collection and reporting.
- Support the implementation of monitoring tools and activities that capture timely, reliable, and relevant data to inform program quality and adaptive management.
- Conduct regular field monitoring visits and data verification exercises to ensure the accuracy, reliability, and credibility of monitoring information.
- Analyze monitoring data and prepare clear, evidence-based reports and visualizations that are user-friendly and accessible for program managers and decision-makers.
- Produce visual information such as tables, graphs, maps, and infographics in formats suitable for reporting, presentations, and decision-making.
- Cross-check data collected from the field, ensure regular updates, and address discrepancies in collaboration with MEAL focal points and program teams.
- Evaluation:
- Contribute to the coordination, and implementation of project evaluations in line with the program’s Evaluation Plan of Action.
- Support the design of evaluation methodologies that provide credible evidence of project outcomes, effectiveness, and relevance.
- Assist in analyzing evaluation findings to identify key lessons learned, best practices, and opportunities for program improvement.
- Support the preparation, validation, and dissemination of evaluation reports to internal and external stakeholders, ensuring actionable findings and clear recommendations.
- Accountability:
- Establish and maintain robust accountability mechanisms to ensure transparency, participation, and effective feedback with assisted people and key stakeholders.
- Ensure that CEA minimum actions, standards, and indicators are systematically integrated into program design, implementation, and monitoring tools.
- Collect, document, and analyze community feedback systematically to inform adaptive programming and ensure that feedback loops are effectively closed.
- Learning
- Promote a culture of continuous learning and improvement across DMS by organizing after-action reviews, reflection sessions, and learning workshops.
- Identify, document, and disseminate lessons learned and best practices from program implementation to support evidence-based decision-making and adaptive management.
- Other responsibilities:
- Follow up on reporting deadlines and ensure the timely submission of accurate, high-quality reports in accordance with LRC reporting standards.
- Develop and maintain reporting tools, including Situation Reports (SitReps), particularly during DMS emergency responses.
- Report on DMS achievements versus targets through the monthly DMS Indicator Tracking Table (ITT).
- Conduct periodic field visits to DMS centers to monitor and strengthen the capacity of MEAL volunteers, providing ongoing technical support on reporting tools and methodologies.
- Develop and maintain activity tracking tools and reporting systems to support data flow from DMS centers and programs.
Function Specific Skills and Experience
- Strong time management and organization skills
- Intermediate understanding of databases such as SQL Server, SSMS and Tabular
- Strong mathematical & numeracy skills to analyze statistical information.
- Excellent analytical skills: the ability to identify trends, patterns and insights from data quantitative or qualitative
- Strong skills in showcasing the analytical data through narrative reporting
- Cultural and Conflict sensitive with excellent communication and interpersonal skills
- Demonstrated experience in developing assessment tools (e.g., questionnaires, focus group discussions).
- Demonstrated experience and capacity in conducting field-level data collection and data entry using electronic tools.
- Computer literate in Microsoft Word, Excel, and Outlook
- Demonstrated experience working with ICT tools to collect and analyze data, such as ODK/ONA, Survey123, Kobo Toolkit, etc.
- Proven experience in data analysis using advanced analytical and visualization tools such as Power BI, SPSS and Tableau.
- Demonstrated experience in managing a team of data collectors to ensure high quality data collection and analysis.
- Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
- Excellent interpersonal and problem-solving skills, creativity and flexibility, ability to coordinate and build consensus.
- Personal qualities: work well in and promote teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
- Fluency in English and Arabic, oral and written
- Proven experience in designing training material
Industry Related Experience
- Minimum of two-year relevant work experience, preferably in disaster relief, recovery or development work.
- Experience with the Lebanese Red Cross is desirable.
- Knowledge about Red Cross Red Crescent Movement as well as LRC structure is desirable
