Program Coordinator For Disaster Management Unit

The Program Coordinator ensures the effective operations management and implementation of LRC Disaster Management Unit’s activities in Lebanon in coordination with relevant internal and external stakeholders on HQ level in Beirut as well as in the field.   Project Implementation Oversee the day-to-day implementation of all programs, providing constructive supervision to the operational managers to implement, monitor and evaluate work plans and monitoring &evaluation mechanisms as agreed with the PMER coordinator. Support the Operational Managers and Officers in monitoring the project activities and outputs against project logframes, timeframes and budgets. Follow up on monthly activity planning between HQ operational manages and field level (LDMC’s and volunteers) and report any issues of concern to DMU Director. Support and overview the reporting process of the Operational Managers and the preparation of new proposals in close coordination with relevant LRC departments/staff and partners. Facilitate the overall operational planning and support in strategy of DM and their programs with the DM director as well as respective Managers. Identify synergies among technical sectors and programs and liaise with other LRC operational departments to contribute to high-quality, effective, and efficient program coordination and project management. Coordinate with technical teams/delegates and other departments to ensure the cross-cutting units/components are considered, involved in, and feed into programming at relevant points in the project cycle. Ensure roles and responsibilities of cross-cutting sector staff are clarified and re-defined as necessary to better meet the needs of the program. Ensure the monthly follow-up on budgets through coordination with Operational Managers, finance and logistics within DMU and if necessary finance and logistic departments.   Monitoring and Reporting Receive and acknowledge all technical documents (proposals, reports, monitoring and evaluation documents, follow up on logframe achievements etc.) prepared by the Operational Managers and Officers as well as further transmission to DMU Director and highlight of relevant operational matters. Ensure reports and any other documents are completed in accordance with deadlines/ compliance and requirements. Support the DMU Director in regularly update donors on project follow-up and facilitate key information-sharing (internally and externally where appropriate). Support multi-departmental tracking/monitoring tools and processes where relevant and contribute to overall improvements to and streamlining of LRC operational and project tracking systems.   Team Management Provide on-the-job mentoring to Program Operational Managers and Officers and Cross-cutting in order to build capacities to produce high-quality documents meeting LRC and donor standards; identify capacity building needs on operational level and match them with available opportunities within and outside of LRC when applicable/feasible. Maintain open and professional relations with team members within and outside the DMU, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. Ensure the proper implementation and understanding of Program Management Cycle on field level and incorporate the feedback from LDMC’s and volunteers in the planning, monitoring and evaluation process of respective Operational Managers. Support the Head of Department to ensure a good communication – coordination – information level of each member of the team through regular coordination meetings (or other if needed). Propose relevant needed adaptation to the organizational chart of the DMU and contribute to its implementation (job descriptions, etc.), in collaboration with the DMU Director. Budget and Finance Management Participate in the development of budgets for proposals in conjunction with the Support Service Coordinator and other relevant staff. Support the Operational Managers in monitoring budget vs. actual expenses in close collaboration with the Support Service Coordinator and other relevant staff/departments. Address In collaboration with the respective Operational Manager(s) over and/or under expenditures through jointly developed and corrective plans/budgets. Develop of annual and comprehensive field operating budgets in collaboration with DMU Director, Support Service Coordinator and other relevant staff/departments.   Representation and Coordination Organize, lead and facilitate regular internal DMU meetings to strengthen coordination mechanisms (weekly Operational Manager meetings, LDMC’s meeting, technical partner meetings etc.). Support the DMU Director in representing LRC DMU towards local authorities, donors, humanitarian actors and RCRC partners when needed and/or appropriate. Support the DMU Director and Operational Managers in (organization of) field visits with RCRC partners, donors etc. Participate in internal and external coordination and information meetings (LRC cross-department, interagency group, donors, NGO’s, etc.).

Essential Qualification:
♣ Master’s degree in a relevant field (e.g. social science, political science, humanitarian studies etc.) or any other equivalent degree with profound working experience in the humanitarian/NGO field
Essential Experiences:
♣ Professional working experience of 5 years with a minimum of 3 years program coordination and/or project management
♣ Professional working experience in the humanitarian field (min.3 years)
♣ Relevant experience in designing and monitoring complex programs as well as in
♣ Previous experience in leading teams and supervising a number of various technical staff/field structures.
