General mission of the Programme Coordinator:
Reporting to the Head of Delegation (HoD), the Program Coordinator will:
- contribute to the development and implementation of the operational strategy of the Delegation,
- ensure the monitoring and steering of the implementation and development of programmes,
- and contribute to the representation of the Delegation to partners, humanitarian coordination bodies and other relevant stakeholders.
Objective 1: Programme Coordination
- Lead and oversee all aspects of programmatic design and project implementation, from project development, including proposals, to planning, implementation, monitoring, evaluation, and reporting, in close coordination with the LRC, PRCS-L and all other relevant technical internal and external counterparts, including the FRC Programme Coordinator for Syria within the FRC Lebanon / Syria Delegation and the FRC Programme Coordinator for Occupied Palestinian Territories based in the West Bank
- Ensure quality project management and adherence to FRC’s international strategy, operational frameworks, and MEAL standards.
Objective 2: Partnership Relations and Representation
- Contribute to the development and strengthening of partnerships and cooperation with LRC and other Movement partners
- Support the HoD in representing the FRC with external stakeholders, Movement partners, and donors, ensuring coherent and coordinated communication
- Support capacity building of LRC and PRCS-L and contribute to mutual learning and institutional development within the Movement partnerships
Objective 3: Strategic Development and Positioning
- Actively contribute to the strategic and operational positioning of the FRC Delegation in Lebanon, including the development of strategies, annual operational plans, and action plans
- Ensure alignment of program and project activities with FRC’s strategic priorities and the evolving humanitarian context
- Provide analytical and strategic inputs to inform decision-making, planning, and partnership engagement
Main Responsibilities and Duties
Objective 1: Program Coordination: Lead and oversee all aspects of programmatic design and project implementation, from context analysis and proposal development to implementation, monitoring, evaluation, and reporting. Work in close collaboration with LRC, PRCS-L, and FRC HQ teams and technical departments to ensure coherence, quality, and impact of FRC interventions
- Context and program development
- Analyse the local context, collect internal/external information on humanitarian needs and responses by governmental and humanitarian actors
- Identify programmatic needs and gaps that FRC could address, in close collaboration with LRC (and PRCS-L with the OpT Programme Coordinator) and relevant technical experts
- Design and propose appropriate interventions, ensuring their alignment with FRC’s strategy and Movement standards
- Contribute to the strategic positioning of the FRC Delegation by proposing lines of intervention, drafting action plans (priority needs, types of projects, areas of intervention, partnerships, etc.), and actively participating in the annual Operational Planning (OP) process
- Project development and management
- Coordinate the development of new project proposals and concept notes, ensuring quality, coherence, and alignment with the Delegation’s annual programming and donor requirements
- Lead and consolidate project design elements (logframes, chronograms, procurement plans, MEAL plans and tools, budgets, and narratives) in collaboration with LRC (and PRCS-L with the OpT Programme Coordinator), support teams, and HQ (desk and technical)
- Identify new programmatic and funding opportunities in line with FRC’s strategic directions
- Coordinate with LRC (and PRCS-L with the OpT Programme Coordinator) on the project implementation to ensure activities’ progress, quality, and compliance with contractual commitments
- Ensure coordination with support departments (logistics, administration, finance) for timely planning of resources and smooth implementation
- Support the monitoring of project budgets, risk management, and security considerations in coordination with relevant leads
- Conduct or coordinate monitoring visits and project evaluations, where feasible given the security context
- Analyse, contribute to and support the consolidation of all activity reports and any other documents related to the program
- MEAL implementation and follow up
- Ensure the activation and implementation of all FRC MEAL processes and tools, in coordination with the HQ MEAL department
- Support the establishment and use of monitoring systems and feedback mechanisms for beneficiaries, partners, and donors
- Contribute to data collection, analysis, and learning processes to strengthen program quality and accountability
- In the absence of a MEAL delegate, validate methodologies and tools, ensure quality narrative and indicator reporting
- Grants management
- Consolidate and validate budget forecasts and follow-ups with the support coordinators
- Ensure projects’ coherence and compliance with funding contracts and partnership agreements, in coordination with the HQ Desk department
- Draft amendments and ensure timely and quality financial and narrative reporting
Objective 2: Partnership Relations and Representation: Contribute to the development and strengthening of partnerships and FRC’s representation, in support of the HoD and in alignment with the Movement’s coordination mechanisms and FRC strategic priorities
- Representation and coordination
- Represent the FRC in external and internal Movement coordination meetings
- Support the Head of Delegation in advocacy, donor relations, and the strategic representation of FRC’s operations
- Contribute to the production of communication and representation materials (strategy papers, articles, success stories) in coordination with FRC’s External Communication Department
- Partnership management
- Maintain and strengthen operational partnerships with LRC, PRCS-L and Movement partners, fostering trust-based collaboration and participatory monitoring
- Support LRC (and PRCS-L with the OpT Programme Coordinator) in project implementation, ensuring alignment with their priorities and institutional development strategies
- Contribute to the capacity building of LRC (and PRCS-L with the OpT Programme Coordinator) teams and promote mutual learning and knowledge exchange
- Identify and explore potential new partnerships to strengthen FRC’s operational reach and impact
- Organise coordination or partnership meetings as needed to ensure smooth communication and collaboration
Objective 3: Strategic Development and Positioning: Actively contribute to the strategic and operational positioning of the FRC Delegation, ensuring that programmes are coherent, contextually relevant, and aligned with institutional priorities
- Provide contextual and analytical input to inform the Delegation’s strategic and operational planning
- Contribute to the development, revision, and implementation of the Delegation’s strategy, annual operational plan, and sectoral action plans
- Collect and analyse program and contextual data to support evidence-based decision-making and strategic reflection
- Propose new strategic orientations or adjustments in response to changes in the humanitarian environment
- Support the Head of Delegation in promoting FRC’s strategic positioning within the Movement and among external stakeholders
