Main Role
The Psychosocial (PSS) Program Officer is responsible of the general administration and financial matters related to the PSS Program at the Lebanese Red Cross.
He/she is responsible of keeping track of the PSS & protection program implementation.
Key Tasks and Responsibilities
Program Management (50%)
- Support in the successful implementation of PSS & Protection, including financial and narrative reporting;
- Prepare project/program related documents and reports, and support in the preparation of project proposals as requested. Support in the development and maintenance of appropriate project management tools as requested;
- Support in the monitoring and evaluation of the projects/programs through field visits as well as in preparation/analyses of M&E and tracking tools. Contribute in the project assessment process through recruiting of consultant, reviewing and validating deliverables, preparing terms of reference, etc.).
- Monitor program activities through filed visits when needed.
- Prepare PSS country briefing notes and other ad hoc documents as requested.
- Identify key issues or potential challenges of PSS & protection as well as support in the developing of recommendations and proposing a way forward.
Administration/Budget Management (50%)
- Monitor LRC PSS projects’ budget and financial expenditures and maintain a proper record of approved project budgets and their revisions;
- Assist in preparing PSS & Protection proposals for budget revisions;
- Analyse PSS & Protection financial reports, check and translate partners’ accounting documents (e.g. invoices, contracts, etc.) if required
- Support in the financial planning, budgeting and forecasting processes regarding the PSS & protection program;
- Collect, register and maintain all information related to the PSS program activities.
- Maintain PSS & protection program filing system and prepare routine correspondence and memoranda;
- Prepare the agenda, arrange field visits, appointments and meetings both internally and externally related to the project activities and prepare the minutes of meeting;
- Advise and assist international visitors and national consultants during their missions; may require booking hotels, taxis and perform other related administrative tasks for visitors;
- Assist in the preparation of PSS & protection funds requests;
- Draft Memoranda of Understanding (MoUs) and other contractual documents;
- Undertake other financial and administrative tasks on an ad hoc basis;
- Perform translations as required;
- Arrange procurement of office equipment and supplies, and maintain records over project equipment inventory;
- Follow up on office administration issues (e.g. payments for stationary, hotel, trainings);
Function Specific Experience
- Experience in financial reporting
- Experience in narrative reporting
- Relevant financial management, accounting and administration experience
- Previous experience in PSS is a plus
- Good knowledge in M&E, performance improvement and quality
- Experience in Project Cycle Management is an asset
Industry Related Experience
- Experience in similar volunteer-based organizations or humanitarian organizations is an advantage
- Valid driving license
