Financial and Administrative officer

Under the direct supervision and in cooperation with the Country Coordinator and the Head of Mission in Lebanon, and in collaboration with local partners and other relevant actors, the financial and administrative officer main duty is to provide necessary administrative and financial support for ensuring the Humanitarian Aid project funded by AECID is implemented in an efficient and timely manner in accordance with the projects’ plans and budget and donor’s regulations.

 

The Financial and Administrative Officer responsibilities and tasks include:

    • Prepare monthly quarterly, and project-end financial reports with MPDL partner organisations in a timely manner and in coordination with the Country Coordinator.
    • Monitor the finance and budget activities of the project.
    • Ensure timely payments of monthly bills to suppliers and service providers according to purchase request follow up as well as the running cost of the project.
    • Follow up with partners on the provision of invoices and other financial documentation fulfilling the donor’s requirements (the Spanish Agency for International Cooperation for Development, AECID,) and those of MPDL, including translation of documents where necessary.
    • Obtain project-related technical documents (such as sources of verification) from partners in a timely manner to ensure all deadlines are met properly.
    • Carry out regular field visits and meetings as necessary to implement the above-mentioned duties.
    • Support the Cash Assistant focal point in the cash assistance delivery, in the organisation of meetings, seminars or such events and any other task as they come up.
    • Assist in drafting documents for donor support for the project.
    • Photocopy and scan project documentation as required and maintain an organized filing system (physical and electronic) for the project according to MPDL’s internal rules and procedures.
    • Contribute to the development and maintenance of the office archiving system in an efficient and highly organised manner.
    • Perform any other duties as requested.

 

Qualifications, key skills and experience required

 

    • Bachelor degree in Finance, Accounting or Business Administration or comparable experience.
    • At least 2 years of professional experience in an administrative or financial position.
    • High level of computer literacy and word-processing skills essential, including proficiency in Microsoft Office applications such as Excel and other accounting software.
    • Thorough knowledge of English and Arabic, both spoken and written.
    • Highly organized with excellent attention to detail.
    • Highly motivated and energetic
    • Excellent communication and interpersonal skills.
    • Ability to work efficiently under pressure
    • Ability to prioritize a complex workload, handling multiple tasks and competing demands
    • Ability to identify and solve problems on an immediate basis.
    • Ability to work in a multi-cultural environment.
    • Flexibility to adapt to a variety of tasks as needs arise
    • Reliable, dependable and a team player.
    • A commitment to the aims and values of MPDL.
    • Experience in the justification of international development projects with NGOs, preferably AECID is an asset.
    • Knowledge of International Cooperation and Humanitarian Action including: Project cycle management, logical framework approach is an asset.

Conditions:

The position is part-time and available ASAP. A contract will be offered for a one-year period, with 3 months of probation period.
