Background to LUPD:
LUPD is a national non-governmental organization. LUPD is committed to advocating for a society built on principles of social justice, human rights, equality, and solidarity. LUPD work is based on the principles of the UN Convention on the Rights of Persons with Disabilities: Respect for difference, dignity and autonomy, and respect for person’s capacities / Accessibility / Non-discrimination / Participation and inclusion / Equal opportunities for women, men and everybody.
LUPD was keen on gender in its training programs, outreach, rehabilitation, employment and follow-up projects that we have carried out for the past three decades. The percentage of females exceeds males by a slight difference in total (54% females, 46% males), even though Females with disabilities are more likely to be marginalized by the family, the local environment and society, which required greater efforts by the implementing program teams, in addition to mitigating violence against WGwDs.
The multiple crises in Lebanon have aggravated pre-existing vulnerabilities and a challenging humanitarian situation for the most vulnerable Lebanese, as well as for different refugees in Lebanon, and for migrant workers. Consequently, they disproportionately affect people with disabilities. LUPD’s programs have responded, providing emergency relief and rehabilitation for refugees, promoting inclusive, accessible schools and access to employment, engaging people with disabilities in local decision making and monitoring progress on disability rights across the country.
In partnership with IRC, and funded by ECHO, LUPD launched the project “Strengthening Protective Environment and joint Advocacy Consortium for Lebanon”.
The project aims to reduce the vulnerabilities of crisis of displacement affected populations in Lebanon, including Syrian refugees, Lebanese and stateless populations, through provision of comprehensive assistance package including protection, emergency response, and advocacy.
Job Overview:
The GBV case worker works to ensure improved quality of health and psychosocial support for survivors with disabilities and/or their relatives, support development of a functional referral networks that enhance survivors’ ability to receive confidential, safe, and timely services that meets their needs in a timely manner. The GBV case worker oversees Case management and psychosocial support services provided to survivors of gender-based violence and women and girls with disabilities in general.
Objectives of the role:
- Provide direct support and care for adult survivors of GBV and age-appropriate specialized support and care for adolescent, male and girl child survivors with disabilities of GBV, including counseling and case management.
- Follow GBV guiding principles of respect, confidentiality, and safety/security and non- discrimination while providing services.
- Establish a hotline and proper management to ensure that survivors from more rural and underserved areas can access information about service provision and that action can be taken to facilitate their ability to receive services in a timely fashion.
- Ensure proper documentation of reported GBV incidents.
- Ensure adherence to GBV guiding principles and the provision of survivor centered care (respect wishes, decisions of survivors).
- In consultations with GBV officer, develop and implement/ share monthly response plan and GBV key messages/issues based on case trends to disseminate information on services available and referral pathways.
Major Duties and Responsibilities:
- Provide case management services will include:
- Assessment of needs of WGwDs or their relatives.
- Developing an action plan with WGwDs or their relatives.
- Implementing the plan with WGwDs or their relatives.
- Provide physical accompaniment to GBV survivors with disabilities if requested to access medical and other services according to their wishes, choices and decisions.
- Conduct direct and regular follow up of GBV survivors with disabilities through home visits and based on survivors wishes and consent.
- Case closure (if and when appropriate).
- Ensure proper documentation of reported GBV incidences through utilization of GBVIMS case intake, action, follow up and other case management forms appropriately.
- Follow GBV guiding principles of respect, confidentiality, and safety/security and non- discrimination while providing services to women and girls.
- Monitor how the GBV referral pathway is working through making direct follow ups with other organizations that are providing services to survivors.
- Support to conduct and help plan and organize psychosocial/ group support activities with women and adolescent girls with disabilities to meet the emotional needs of survivors, build support networks among women/girls, and promote social integration of survivors and other vulnerable women with the local partner.
- Work with women and girls with disabilities in the community to identify their needs, interests and priorities as relevant to the context, adapt activities according to these to ensure activities offered are culturally appropriate and meet the needs of women and girls, and enabled for the fully participation in the coordination with the inclusion officer.
- Support the management of LUPD GBV hotline.
- Conduct awareness raising activities on GBV and its health consequences, promoting available services to women and girls, and addressing the stigma preventing women and girls with disabilities from accessing support and services with activities for female only group.
- Identify and refer extremely vulnerable women and girls to access services and material support in accordance with their level of vulnerability.
- In collaboration with the program manager, participate in meetings with community leadership structures when necessary to advocate for the needs of women and girls, and encourage their participation in GBV prevention and response activities in the communities.
- Support updating of available and viable services for GBV survivors.
- Prepare and submit weekly & monthly reports as required and incorporate supervisors’ feedback in a timely manner, including information related to survivor non-identifying data, treatment provided, follow up visits, drugs availability, referrals to other service providers and awareness activities conducted etc.
- Collect and manage data safely and ethically.
- Perform any other duty as directed by the supervisor.
Skills, Competencies and Qualifications:
- Degree in social work.
- Knowledge of GBV prevention and response, as well as case management principles and techniques.
- Experience working with persons with disabilities, refugees and other groups.
- Familiarity with GBV data collection system and safe and ethical guidelines.
- Ability to work with both adult and child survivors.
- Strong communication and interpersonal skills.
- Commitment to human rights and gender equality.
- Flexible pro-active attitude.
- Ability to work well as an individual and in a team.
- Ability to manage an unpredictable workload in a challenging environment.
- Ability to work across socio-cultural and religious contexts.

- Languages: Fluency in spoken and written Arabic, clear and concise reporting in English is strongly preferred.
