RDFL_Call for Advocacy Film Production

1. Background

The Lebanese Women Democratic Gathering (RDFL) is a feminist, secular, non‑governmental organization advocating for and raising awareness about the rights of women and girls in Lebanon. Founded in 1976, RDFL is one of the oldest feminist organizations in the country, rooted in volunteerism.

RDFL’s vision is to achieve equality between women and men in all spheres and to provide protection from gender‑based violence. Its mission is to eliminate gender‑based violence and all forms of discrimination, and to achieve full citizenship for women through a widespread and empowered membership, in collaboration with civil society.

In partnership with Diakonia, RDFL is seeking a filmmaker or production house to produce a 7‑minute advocacy film within the framework of the national campaign #NotBefore18.

The film’s primary goal is to push decision‑makers in Lebanon to endorse legislation setting the legal age of marriage at 18 and criminalize child marriage in Lebanon.  It should highlight the urgency of passing the law, especially in light of recent parliamentary discussions and public mobilization.

Serving both as a pressure tool on parliament and a public awareness piece, the film should remind society of the risks of child marriage and reinforce the demand for protective legislation.

To ensure maximum impact, the film must be delivered in 4K resolution for cinema screenings, with HD (1080p) versions optimized for social media and online distribution, and formatted as needed for public screenings (including DCP if required). It should be produced in Arabic with English subtitles, adopt a feminist and human‑centered tone, and remain sensitive to Lebanon’s socio‑political context while complying with RDFL and Diakonia branding guidelines. In addition to the main 7‑minute film, shorter cuts of 30–60 seconds should be provided for social media promotion.

3. Criteria for Submitting a Bid

Applicants must meet the following criteria:

  • Be a senior filmmaker and director with a team or a legally registered entity with operations in Lebanon.
  • Be directly responsible for the preparation, management, and implementation of the project.
  • Have proven experience in film production, editing, animation, voice‑over, subtitles, and photography.
  • Be financially sound with continuity throughout the project.
  • Have Arabic‑speaking staff on board (compulsory).
  • Possess technical equipment required for high‑quality production.
  • Deliver tangible, efficient results and demonstrate capacity to budget effectively.

4. Description

RDFL seeks a professional communications service provider to deliver a high‑quality advocacy film that aligns with RDFL’s communications guidelines and donor branding rules.

The service provider will be responsible for:

  • Developing a comprehensive film concept and narrative identity.
  • Producing a 7‑minute advocacy film that  is both cinema‑ready, optimized for social media distribution and public screenings.
  • Ensuring the film reflects the urgency of passing the child marriage law, referencing the latest updates on parliamentary debates and advocacy milestones.
  • Coordinating with RDFL on casting, with the potential inclusion of Lebanese actresses or public figure.

5. List of Deliverables

  • Develop a storyboard and script (optimized for advocacy impact and social media reach).
  • Produce and edit a 7‑minute advocacy film with subtitles, RDFL branding, and donor logos.
  • Provide a short trailer and cuts version for social media promotion.
  • Incorporate several feedback rounds with RDFL before final delivery.

6.   Selection Criteria:

The tender evaluation committee will evaluate and award the contract on the basis of the following selection criteria:

  • Criteria weight is 50%
  • Point evaluation (weighted points):
  • Criterion will obtain between 0 and 5-point, 5 points being the maximum, 0 points being the minimum and the points obtained will be multiplied by criterion weight.

PIN expert evaluation committee will assign up to 5 points for the best quality of the sample, based on the following evaluation grid:

Those bidders who get less than 3 for the capacity of the bidder shall not be accepted or considered and their offer will be rejected.

 

For each bid, points from all evaluation criteria will be added up and the winning bid will be the bid with the highest number of points. In case of an equal number of points, the winning bid will be the one with the lowest price.

6.     Remuneration

Payment will be released upon RDFL’s acceptance of the final deliverables following review by RDFL.
