RDFL-Beirut in collaboration with Plan International is seeking a Human Resources
Consultant.
Project Background:
This consultancy falls under outcome 1 for the Four years project titled “ Civil Society
Strengthening” Project funded by “The Swedish International Development Cooperation
Agency, SIDA” and implemented in Bekaa and Beirut/Mount Lebanon by “The Lebanese
Democratic Women’s Gathering, RDFL” and three other youth community-based
organizations in partnership with “Plan International Lebanon”.
Plan International and RDFL have set three intermediate outcomes that will contribute to
the ultimate expected impact of the project which is to increase enjoyment of human rights
by women and girls and the advancement of gender equality in a vibrant and pluralistic civil
society.
The project will support RDFL and the 3 CBOs to have increased organizational and
technical capacities. Organizational development is a critical aspect of fundraising. If the
systems in the organizations are set right, organizations not only perform better, but you
also have the prospect of attracting donors to support and empower our activities and
programmes. The “Human Resource Management for NGOs” aims to make small and
medium-sized NGOs understand and assess organizational behavior and functioning;
manage organizations through planning, implementing and monitoring activities
strategically; improve the performance of their staff; build effective management systems,
policies and plans and improve long-term sustainability and resource mobilization.
Consultancy Responsibilities and Deliverables:
● Develop and review HR policies including contacts management, leaves
management, recruitment procedures, performance management, etc.
● Establish and/or review an employee manual and provide templates were relevant.
● Review systems and processes and make modifications to address issues.
● Provide advice on HR issues including aligning with social security & Lebanese labor
law.
● Conduct research through various methods (data collection, surveys etc.) to identify
a problematic situation or find the cause.
● Provide trainings & inductions for management and HR personnel on key HR
matters.
● Organize the different responsibilities of the board of directors and management
team.
Qualifications/Job Requirements:
● Bachelor’s Degree in Human resource management
● At least five years of demonstrated experience in humanitarian/refugee setting
● At least 3 years’ experience as a consultant
● Excellent communication and consulting skills
● Extensive knowledge of social security & Lebanese labor law
● Knowledge in the administration of benefits and compensation programs
● Excellent computer skills in a Microsoft Windows environment
● Strong commitment to child safeguarding policies both inside and outside the
workplace, and experience working with children in a development environment.
● Excellent written and oral communication skills, with excellent command of spoken
and written English and Arabic.
Consultancy Time Frame:
The whole consultancy is around 30 working days covered in 3 months.
It is anticipated that the whole consultancy should start by the 1 st of June 2022.
