The Lebanese Women Democratic Gathering is a member of a consortium composed of Euromed Feminist Initiative, Care International in Lebanon, and Legal Action Worldwide which is currently implementing the project “Strengthening access to protection, participation and services for women refugees, IDPs and host communities” in Lebanon. The objectives are to enhance security and resilience for Syrian women refugees and women from host communities through supporting and coordinating comprehensive and structured services and referral mechanisms, as well as to support national institutions in their work towards more gender sensitive policy frameworks and legislation. The activities of the project will be implemented in Beirut, Mount Lebanon, North Lebanon and the Bekaa.
The consortia led by Euromed Feminist Initiative and starting September 1st 2018, will implement a multi-county project “Strengthening access to protection, participation and services for women refugees, IDPs and host communities”, funded by the EU Regional Trust Fund in Response to the Syrian Crisis – MADAD. The overall objective is to improve the livelihood, agency and legal and social protection for Syrian women refugees, IDPs and host communities in the region, with focus on Lebanon, Iraq/Kurdistan Region – Iraq (KR-I) and Jordan.
The Project Manager in this project will be recruited based on an open competitive process. The manager will be responsible to lead the overall management of the project, including the mobilization of all project inputs and the supervision of project staff, consultants and sub-contractors in close coordination with the Head of Programs and financial manager. The PM will report to the Head of Programs on the progress of the project.
Duties and Responsibilities
Plan the project
- Create a detailed work plan(including budget) which identifies and sequences the activities needed to successfully complete the project in a timely and efficient manner;
- Develop a schedule for project completion that effectively allocates the resources to the activities;
- Review the project schedule with senior management and all other concerned staff involved in the project activities, and revise the schedules as required;
- Determine the objectives and measures upon which the project will be evaluated at its completion;
- Support the Monitoring and Evaluation coordinator and Head of Programs in developing a MEAL framework, in addition to all other MEAL tools required for the effective implementation of the project including measurable indicators;
Implement the project
- Execute the project according to the project plan with direct coordination with the project team and Head of Programs
- Develop forms and records to document project activities as per the donor’s requirement;
- Set-up files to ensure that all project information is appropriately documented and secured;
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project;
- Establish a communication schedule to update stakeholders including project staff in the organization on the progress of the project;
- Review the quality of the work completed with the project support team on a regular basis to ensure that it meets the project standards;
- Ensure the project implementation is in compliance with all donors/partners procedures and regulations
- Ensure coordination with project’s staff and RDFL members
- Provide technical advice on GBV case management and psychosocial support and oversee implementation of activities
Monitor, evaluate and draw learning of the project
- Monitor the progress of the project against set indicators in a timely manner;
- Contribute to the periodic monitoring of the project as well as learning reviews and ensure proper documentation;
- Monitor any potential risks, through developing risk-management plan to avoid any delay or challenges that might affect the effectiveness of the project implementation;
- Capture learning and document the work of successful stories, to ensure that the projects’ inputs are producing positive results in the lives of women;
- Write reports on the project for management and for donors;
- Facilitate learning and linkages among local staff and partner organizations;
- Ensure that all financial records for the project are up to date;
- Ensure that the project deliverables are on time, within budget and at the required level of quality, Supervise and coordinate the production of project outputs to the required standard of quality and within the specified constraints of time and cost as outlined in the project document.
- Evaluate the outcomes of the project as established during the planning phase
- Carry out regular field visits to the centers.
Qualifications
- Minimum of five years of experience (NGO sector is a must)
- University degree in social science or related discipline, including gender and development;
- Proven track record of working in a similar capacity with the nation and/or international NGOs in the region
- Knowledge of gender and gender equality
- Experience in field coordination, monitoring and follow up;
- Experience in event management and coordination;
- Highly skilled in report writing in both languages (Arabic and English)
- Excellent oral and written communication skills in English and Arabic including demonstrable ability to work with others and as part of a team; strong writing, presentation and reporting skills
- Knowledge and skills in computer usage including word, excel, power point, and social media;
- Good organizational skills;
- Effective member of team and role model; demonstrates creativity in seeking better ways to do things and shares with team, and promotes high standards.
- Proactive and takes responsibility for own work and delegated project/processes (including some leadership);
- Anticipates problems and regularly provides solutions.
- Ability to effectively coordinate a multi-stakeholder project
- Ability to lead and work in a team, train and work effectively with counterpart staff at all levels, and interact effectively with all groups involved in the project
