Junior M&E Specialist

1. BACKGROUND

Lebanon Eco Movement is implementing, in partnership with Lebanese Environment Forum an Action entitled: “Lebanese civil Society combatting for a plastic free Mediterranean Sea” funded by EU Lebanon Eco Movement wishes to undertake the consultancy services for a Junior Monitoring & Evaluation Specialist.

2. PURPOSE OF THE ASSIGNMENT

Lebanon Eco Movement is seeking the consultancy services of a Junior Monitoring & Evaluation Specialist under the Action entitled “Lebanese civil Society combatting for a plastic free Mediterranean Sea” to be responsible for monitoring the project activities, the collection & analysis of different data in relation to the project activities and assisting the Project Manager in preparing Quarterly/Annual reports on project progress.

3. SCOPE OF WORK

The Junior Monitoring & Evaluation Specialist will have the following duties and responsibilities:

• Develop and strengthen monitoring, inspection and evaluation procedures. 
• Monitor all project activities, expenditures and progress towards achieving the project output;
• Recommend further improvement of the logical frame work;
• Develop monitoring and impact indicator for the project success; 
• Monitor and evaluate overall progress on achievement of results;
• Monitor the sustainability of the project's results;
• Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks; 
• Assist the Sub Grantees with M&E tools and in supporting them in their use. 
• Collect Data from the Sub Grantees.
• Report monthly, quarterly, half-yearly and annual progress on all project activities to the Project Manager; 
• Assist Project Manager in preparing monthly and quarterly reports on project progress.
• Prepare and maintain data base. 
• Participate in annual project reviews and assist the Project Manager in preparing relevant reports;

4. WORK DURATION

The Consultancy will be conducted from October 1st, 2018 to June 24, 2020 thus the work duration shall not exceed 5 expert days/ month including providing M&E plan, preparing data base, conducting site visits, delivering recommendations and reporting.
