TERMS OF REFERENCE (TOR) Advocacy and Communication Consultant Lebanon Reforestation Initiative 2017 Background The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014. LRI is implementing “Influencing Decision-makers to stop Violations and Organize Community Actions Towards Environmental Engagement (I-DVOCATE)” project funded by USAID through the Baladi Cap project. I-DVOCATE aims to advocate for change in knowledge, attitudes and behavior of local communities in the field of forest protection through lobbying for the classification of forest lands in three municipalities in the Rachaiya, Shouf and Byblos regions and through establishing mechanisms in at least three municipalities for improved protection of forests from violations such as illegal cutting, intentional fires and overgrazing, among others. Purpose of the consultancy The consultant is expected to conduct a two-day training for pre-identified advocates on advocacy strategies and support them in drafting their custom-made advocacy plans. The trainer will also have to conduct one coaching session with the advocates in their communities located in Baadaran, Ehmej and Kherbet Rouha. The consultant is also expected to conduct three-day training on the job to draft the project’s communication plan as per the validated and finalized advocacy plans. Tasks and Responsibilities Advocacy To develop and share all training materials in Arabic To build the identified advocates’ understanding of what advocacy is and the main components of the advocacy plan To support the identified advocates design and validate their advocacy plans based on their village’s needs To coach the advocates on practical tools and tactics to implement their advocacy plans To provide a report after the completion of the training   Communication To support the I-DVOCATE team in developing the project’s communication plan as per the advocacy plans developed To support the I-DVOCATE team in developing communication products To develop list of main messages that need to be disseminated to targeted audience and the public Identify the communication tools that need to be used to disseminate the messages to the targeted audience and the public Qualifications At least a Master degree law, public policy, public affairs or any relevant major related to the assignment Significant experience and knowledge in environmental advocacy mainly forest protection Significant training experience and facilitation skills Knowledge in forest protection laws Previous experience in non-governmental organizations Fluency in English and Arabic both writing and speaking   Experience required: 5-10 years of experience Education degree: Master’s degree   Field of education: A background in law, public policy, public affairs a or any relevant major related to the assignment Individuals should provide the following: CV; Cover letter; Reference list; List of advocacy plans and campaigns worked on.
