Director of Operations (RF#202604)

  1. Background 

The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014. LRI drives transformative environmental solutions by restoring ecosystems, enhancing climate resilience, and promoting sustainable agriculture and land management. Through innovation, advocacy, and policy engagement, we empower communities—especially women and youth—to lead in circular economy models and green enterprises, ensuring long-term environmental and socio-economic sustainability.

LRI has currently 58 staff members and is managing 3 offices and 2 centers.

  1. Purpose of the Position

LRI is currently seeking a Director of Operations to manage the day-to-day operations of the NGO and support the director in organizational management tasks.

The DoO should be a senior-level executive who provides management, leadership and vision to ensure LRI meets its short-term and long-term objectives. She/He will help create policies and a culture that strengthens operational efficiency and supports the NGO sustainability.

Under the direction of LRI’s Director and in collaboration with senior leadership team members, the DoO will ensure that Finance, HR, Procurement, Information Technology, & Administration support functions are aligned with the strategic and daily operational needs of the organization and its program operation teams.

The DoO will ensure wise stewardship of all resources, financial, human, and material. Her/His main duties and responsibilities include:

Leadership and Management

  • Leading and motivating staff to achieve NGO objectives
  • Providing guidance, strategically tailor individual development plans, and complete performance management for direct reports
  • Overseeing program work from an operational, structural and administrative perspective and proposing improvements that would strengthen program performance.
  • Coordinating general LOE distribution across teams, programs and projects.
  • Attending board meetings with the NGO board to convey organizational development, administrative and financial matters.
  • Ensuring each department has the appropriate resources and people to implement its activities and achieve organizational goals.
  • Ensuring the implementation of agile processes and digital tools within the admin departments, fostering a culture of continuous improvement to effectively support the organization’s activities.
  • Actively participating in the Management Committee meetings and providing all required information and input.

     

Administration:

  • Overseeing the daily administrative operations and improving operating procedures for optimal efficiency.
  • Overseeing fleet operations, ensuring compliant, safe, and efficient use of LRI vehicles.
  • Enforcing trip and incident management protocols, with a focus on reducing environmental impact.
  • Leading in enhancement of SOPs and inventory management in line with LRI policies and best practices.
  • Overseeing logistics planning and coordination to ensure efficient storage, distribution, and reporting across all LRI projects.
  • Insuring LRI’s vetting system is applied following policies and procedures

 

Financial Management:

  • Ensuring regular updates of financial strategies, policies and procedures in line with organizational goals and global requirements.
  • Joining the director in fund reviews and financial oversight.
  • Reviewing monthly account reconciliations and yearly budgets.

Information Technology

  • Ensuring IT support is delivered in a timely manner to all LRI departments and offices in line with LRI standards and that systems and equipment are maintained and recorded properly
  • Ensuring all data privacy and security are implemented following LRI policy.
  • Ensuring proper forecasting, planning, and budgeting for IT equipment, software, and hardware, in close cooperation with programs and departments.
  • Providing oversight to IT staff to ensure responsive and compliant IT services.

 

Procurement and Grants:

  • Overseeing adherence to procurement and grant policies aligned with LRI standards.
  • Ensuring procurement strategic contributions to program planning, proposals, and implementation.
  • Reviewing procurement plans for alignment with operational needs.
  • Reviewing drafted contracts and supplier relationship processes in line with global standards, and ensuring legal review where needed.
  • Reviewing and signing sub-grants agreements and ensuring process compliance with donor’s requirements

 

Risk, Control, & Compliance

  • Keeping track record of compliance with government requirements (MOF, MOI, etc.) in close coordination with the Director and relevant stakeholders.
  • Developing processes to improve team compliance with LRI policies and procedures.
  • Assessing and enhancing the efficiency of internal and external operational processes
  • Evaluating LRI’s risk management processes and systems across the organization and ensuring proper risk mitigation plans are in place to address any vulnerabilities.
  • Overseeing implementation and adherence to control measures and compliance with LRI policies and guidelines;
  • Establishing and updating policies and procedures that improve and promote LRI’s vision and culture and ensure compliance with donors and partners requirements
  • Reviewing audit findings and preparing with the administrative team plans to address them
  • Lead on organizational assessment conducted by donors and international organizations and ensure implementation of recommended measures.


HR Management

  • Overseeing the recruitment process with the HR department and LRI Director to attract the best candidates and reduce employee turnover and coordinating with HR manager on HR related matters.
  • Ensuring proper training and onboarding is in place
  • Evaluating general team performance and recommending strategies to improve results
  • Ensuring a proper succession plan is in place for the various positions

 

Other duties as required:

  •  Perform other duties as assigned by the Director

 

  1. Qualifications

The DoO of LRI should:

  • MS degree in Business Administration, Finance, Accounting, Economics or any related field,
  • Project management experience and training is a must. PMP certification is desirable
  • Have a deep knowledge of LRI’s organizational structure, processes and policies
  • Minimum of 10 years of relevant experience, preferably within the NGO sector, of which 3 years of experience in leadership and management.
  • Able to handle heavy workload, unplanned tasks, and urgent requests.
  • High degree of integrity, ethics, and discretion
  • Self-motivated, flexible, and able to adapt under different work conditions.
  • Excellent communication, management and teamwork skills
  • Ability to give directions, take decisions, manage and motivate people effectively
  • Fluent in Arabic, French and English
