Facilitator for Strategic Planning Consultancy
2017
I. INTRODUCTION
The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014 and had started as a project launched in 2010 by the United States Forest Service (USFS) Office of International Programs (IP) through the support and funding of the United States Agency for International Development (USAID).
In 2016, LRI established, in partnership with 12 municipalities and communities in the Northern part of Lebanon, the North Corridor Planning Committee, a governance board grouping municipal and community representatives of towns owning public land on the high elevations -potential cedar corridor. The Committee had set in a first strategic planning workshop a draft strategic plan for the coming ten years. Few months of implementation led the committee to decide to revise their strategic plan to fit better their recent experience and their more collaborative approach.
II. PURPOSE OF THE CONSULTANCY
The Consultant is expected to be an experienced facilitator for strategic planning, to help meet the needs of the North CPC. The consultant should provide fair and skilled facilitation services and technical support in strategic planning and visioning.
The Consultant is expected to:
Review the first version of the strategic plan developed earlier by the North CPC to understand the context.
Meet with LRI Coordinator for Governance and Social Stability to understand the concerns of the North CPC and the improvements needed.
Facilitate a full day meeting with the North CPC to work actively on improving the current version of the strategic plan, setting a vision and mission for the CPC and defining clear objectives.
Writing a narrative strategic plan, including vision, mission and strategic objectives and a timeline action plan for the North CPC following the outcomes of the meeting
Meeting with the North CPC to validate the written document and finalizing it.
III. EXPECTED DELIVERABLES
In close coordination with the LRI’s Coordinator for Governance and Social Stability, the consultant is expected to provide the following:
A well written, comprehensive strategic plan (narrative and activity timeline) for the North CPC in English
A report on the meeting conducted with the North CPC
Any other relevant document that is requested during the process.
IV. REQUIREMENTS
The Consultant should possess the following competencies, skills, and experience:
• More than 7 years of experience in facilitation and strategic planning
Experience working with Lebanese rural communities;
Experience in environmental issues;
Strong analytical, communication and inter-personal skills;
Excellent reporting and presentation skills;
Willingness to travel outside Beirut;
Fluency in both written and spoken English and Arabic; and
