Lebanon Reforestation Initiative

Background
The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014. LRI is implementing “Influencing Decision-makers to stop Violations and Organize Community Actions Towards Environmental Engagement (I-DVOCATE)” project funded by USAID through the Baladi Cap project. I-DVOCATE aims to advocate for change in knowledge, attitudes and behavior of local communities in the field of forest protection through lobbying for the classification of forest lands in three municipalities in the Rachaiya, Shouf and Byblos regions and through establishing mechanisms in at least three municipalities for improved protection of forests from violations such as illegal cutting, intentional fires and overgrazing, among others.
Purpose of the Consultancy
The consultant is expected to conduct a joint coaching session for the ECs, municipal forest guards and policemen and pre-identified advocates in three villages Baadaran (Shouf), Ehmej (Byblos) and Kherbet Rouha (Rachaiya) on how to monitor law enforcement practices, including tracking records of transgressions, issuing tickets, and registering fines at the municipalities and at the local court through the support of the MoA’s forestry centers. The consultant is also expected to facilitate one roundtable to lobby with environmental public prosecutors and judges from all over Lebanon to stop reducing the amount of the penalties and to note the allocation of the collected money to the National Reforestation Fund in their verdicts. This roundtable will be attended by potential judges and environmental prosecutors from the region in addition to the municipal council, ECs and advocates from the mentioned three villages.
Tasks and Responsibilities
- To conduct a coaching session on law enforcement practices related to forest protection
- To conduct a roundtable to lobby with environmental prosecutors and potential judges to ensure tickets are being paid fully by the violator and the collected money to be allocated to the National Reforestation Fund.
Qualifications
- A graduate degree in law or any related field,
- Minimum 5 years of professional work experience in environmental and advocacy projects;
- Significant training experience
- Knowledge in forest protection
- Fluency in English and Arabic
Experience required: 5-10 years of experience
Education degree: Bachelor’s Degree and Masters is a plus
Field of education: A background in law or any related field.
