Main Responsibilities:
Defining work specifications and quotations
Technical supervision of construction to ensure contractor's adherence to contract documents, including drawings, specifications, testing and materials' requirements; assuring adherence of the contractor to time schedule and making sure that defective materials are removed and replaced properly, as required by the contractor;
Supervising WASH infrastructural work daily
Ensuring worksite organization and safety
Construction management duties including, but not limited to, contract administration, surveying, coordinating matters between multiple contractors on site, quantity measurements, cost control, reviewing interim and final payments and quality control;
Ensuring community mobilization on issues related to construction, operations and maintenance of implemented WASH facilities
Making recommendations to the Project Manager on variation orders and contract amendments;
Ensuring the quality and pace of the work done by contractors via:
Daily field visits
Daily progressive site reports
Establishing monitoring sheets for field workers and construction officer
Integrating and coordinating with other team members
Ensuring the mitigation of aspects related to gender, child protection, and crosscutting issues
Ensuring proper documentation for implemented activities
Enhancing referrals pathways
Ensuring that municipality and water establishment are on board in selecting, planning, monitoring, and handing over processes
Collecting all needed data and information related to infrastructure projects
Preparing/coordinating any site survey work necessary to support the development of design/tender documentation for future works; checking and supervising any surveying work
Checking of each material that has to be utilized for implementation before their installation
Assisting in issuing requests for proposals (RFPs) and requests for quotations (RFQs)
Assisting with tenders including bill of quantities, bidding documents, technical specification, and participate in negotiating terms and conditions of contracts
Skills and Qualifications:
University degree in Engineering
Experience in budget control
Experience in working with local authorities
Experience in supervising construction works
Team Leadership skills
Highly motivated and with a desire to work with local communities
Strong communication skills
Understanding of local laws and regulations
Advanced computer skills
Report writing skills
Knowledge of materials testing, analysis of results and quality control in similar projects;
Knowledge in the geographical and social context of the assigned region
