REQUEST FOR QUOTATION (RFQ) Vocational Training Services for Women in Beirut, Mount Lebanon, and Bekaa

As part of our ongoing efforts to support vulnerable communities, we seek quotations from qualified training providers to deliver vocational training programs to equip 240 women across Beirut, Mount Lebanon, and Bekaa with market-aligned skills, entrepreneurial knowledge, and tools for self-reliance. This initiative seeks to enhance their employability, income-generating capacity, and overall quality of life, contributing to a more resilient and equitable society.

Through this RFQ, we aim to identify experienced service providers who share our vision of creating sustainable livelihood opportunities for women, including Lebanese nationals, refugees, and low-income individuals, by providing them with practical and transformative vocational training.

  1. Scope of Work

The selected vendor(s) will be responsible for designing, implementing, and delivering high-quality vocational training programs tailored to the target group's needs. The training must align with current market demands and provide participants with tangible skills that can lead to employment or entrepreneurship opportunities.

Key Details:

Target Group: Vulnerable women, including Lebanese nationals, refugees, and low-income individuals.

Course Duration: 30 hours per course (6 hours/day for 5 days).

Class Size: Minimum 12 and maximum 20 participants per course.

Number of Workshops: 12 to 16 workshops

Evaluation Metrics: Pre- and post-tests, attendance sheets, participant evaluations, trainer reports, and scoring for each participant.

Certificates: Participation certificates must be issued to all trainees upon course completion.

Proposed Courses (including but not limited to) Nail Care, Computer Maintenance, Jewelry Manufacturing & Design, Photography, Videography, English Language (Basic/Intermediate), Executive Secretary, Administrative Assistant, Food Processing (e.g., Moneh), Catering, Candle Manufacturing, Chocolate Making, Chocolate Design, Cellphone Maintenance, Graphic design, Digital Marketing, Fashion Design, Textile, Recycling....etc. ( Select What you have as a course and \ or propose new courses relevant to the Target audience.

3. Submission Requirements

To ensure transparency and facilitate a fair evaluation process, vendors are required to submit the following documents as part of their quotation package:

A. Company Profile:

Overview of your organization, including mission, vision, and core competencies.

Past projects and experience in delivering similar vocational training programs.

B. Training Outlines:

Detailed curriculum for each proposed course, including learning objectives, methodologies, and expected outcomes.

C. Training Materials List:

Comprehensive list of materials, tools, equipment, and consumables required for each course (e.g., nail kits, jewelry tools, laptops, raw materials). Note: Tools and equipment may be reused across multiple rounds of the same course.

D. Venue Details:

The checklist of proposed training venues includes space dimensions, facilities, safety measures, and photos.

E. Trainer Qualifications:

Resumes of proposed trainers with a minimum of 5 years of sector-specific experience.

F. Legal Documents:

Registration certificate, Ministry of Finance (MOF) approval, VAT registration (if applicable), and other relevant legal documentation.

G. Cost Breakdown:

Detailed cost per workshop, including trainer fees, materials, venue, and administrative expenses. ( budget below 13.000 USD)

Costs excluded: Refreshments and transportation for participants.

H. Additional Information (Optional but Encouraged):

Examples of successful case studies or testimonials from previous beneficiaries.

Any value-added services you propose to enhance the training experience (e.g., Apprenticeship Matching, follow-up sessions).

4. Evaluation Criteria

Submissions will be evaluated based on the following criteria:

Trainer Qualifications (40%): Expertise and experience of trainers in delivering vocational training programs.

Cost-Effectiveness (30%): Competitive pricing while maintaining high-quality standards.

Past Experience (20%): Proven track record in implementing similar projects, especially those targeting vulnerable groups.

Geographic Coverage (10%): Ability to effectively cover the specified regions (Beirut, Mount Lebanon, and Bekaa).

5. Key Dates

Inquiry Deadline: April 20, 2025

Submission Deadline: April 30, 2025, by 4:30 PM Beirut Time

Project Start Date: July 2025

Project End Date: September 2025

Quotation Validity Period: 90 days from submission deadline
