Emergency Program Manager

The Emergency Program Manager will be responsible for supervising and monitoring emergency response program activities including assisting the Headquarters on aspects related to grant management, documentation of lessons learned and preparing the project reports. The Emergency Program Manager will collaborate with the Country Finance and Administration Manager (CFAM) to deliver logistics and programmatic support to the emergency activities. He/she will coordinate at operational level with peer agencies, donors, Govt. authorities and partners in a manner that aligns with LWR and IMA’s vision, values, and strategy.The Emergency Program Manager will also contribute to project design for new business opportunities and identify new opportunities in-country.

40 % Program Management:

  • Provide technical assistance and oversight to country program and implementing partners in designing and implementing humanitarian assistance, especially in Early Recovery, Market Systems, and Livelihoods.
  • Support on data collection utilizing LWR’s mobile platform, CommCare and compiling T4D inputs for program M&E tracking.
  • Monitor, evaluate, and distill lessons learned from program implementation.
  • Ensure to follow the LWR program quality standards while designing and implementing program activities.
  • Under the guidance of the Senior Regional Director and Regional Representative for Strategic Partnerships, identify and develop relationships with people, organizations and institutions that can enrich country programs and help achieve LWR's strategy.
  • Enhance LWR’s visibility in the country by participating in relevant networks, forums and other coordination and learning spaces. Attend coordination meetings to share information and learn from other peer agencies.
  • Keep abreast of, and report on, social, political, environmental, and economic trends in the country.
  • Work in close coordination with the Country Director and HQ Team to ensure timely response to disasters and complex emergencies in the country.
  • Responsible for project-related compliance to LWR code of conduct and related policies, including whistleblower.

20% Partner Capacity Strengthening:

  • Identify strong partners that LWR can work with and build and maintain solid relationships with them.
  • Develop partners' organizational capacity as a part of the accompaniment process. Coordinate closely with relevant regional and HQ-based stakeholders to ensure that partner capacity development is promoted and monitored effectively.

25 % Office Management & Compliance:

  • Work closely with Country Finance and Administration Officer based in Lebanon in monitoring project budget and cash flow.
  • Ensure compliance with LWR policies and procedures. Assist the Country Director in the development and/or updating of country specific policies and assure compliance with local law. Ensure LWR is in compliance with donor regulations for all projects funded by restricted grants.
  • Under the supervision of the Senior Regional Director, the Emergency Program Manager will ensure compliance with the safety and security standards for LWR operations, assets and country-specific response to security threats and incidents. Coordinate closely with partner organizations to ensure a reliable and secure flow of security information.
  • Monitor security level and report the situation to the Senior Regional Director as necessary and seek guidance. Ensure that any Incident Reports are completed and submitted in a timely manner (within 12 hours).
  • Plays a key role in coordination field trips, including securing relevant Govt approvals, compliance with safety and security protocols and coordination with local partners and communities.
  • Perform other relevant duties as requested by the Senior Regional Director.

15% Representation:

  • Serve as LWR’s primary focal point for clusters and other coordination mechanisms.
  • Serve as the security focal point for the country office and assist the Senior Regional Director in managing safety and security of LWR staff, partners and programs.

Knowledge & Skills

  • Proven experience working with donors, NGOs, communities and local authorities.
  • Demonstrated experience in the design, implementation, monitoring, and evaluation of emergency response projects, humanitarian assistance and long-term recovery programs.
  • Demonstrated ability to manage programs and budgets.
  • Experience in Technology for Development (T4D) tools and practices.
  • Deep commitment to LWR's core values and ability to model those values in relationships with colleagues and partners.
  • Fluency in English and Arabic is required for this position.
  • Excellent interpersonal skills.
  • Deep understanding of the local context of Lebanon and ability to navigate local Govt and community structures.
